- **********Change Log************* -Title changed to Mass Notification -Mandated compliance with UFC 4-021-01 -Detailed line item set-up -Mandated using existing poles Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-50. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 238210 applies to this solicitation; business size standard is $14 million. The following is needed: -Replace the existing wide area Mass Notification system for the Alpena CRTC. Voice should be audible basewide and should accommodate preconfigured digital voice messages, recorded messages, live broadcasts, and multiple tones. Should also accommodate multiple audio zones (As per the attachment, either all of Zone 1 and Zone 2 or only Zone 2). Need three access points (one of which should be mobile) with a user friendly GUI (see "zones" document). System should be able to operate on a "stand-alone" basis without connection to base network. Digital Radio Frequency signal between Access Points and Sirens required. The system design and installation shall be in compliance with UFC 4-021-01 (latest version. Location is at the Alpena, MI CRTC http://maps.google.com/maps?q=alpena.crtc The Alpena CRTC will be procuring this as a "Best Value" procurement in accordance with the following evaluation factors. Provision 52.212-2 Evaluation-Commercial Items is amended to read: "Evaluation Factors and Sub Factors: -Price -Past Performance -Technical Capability Subfactors -Quality of audio coverage (voice intelligibility, coverage within "Zones" specifications) -Ease of troubleshooting (siren malfunctions, consoles) -security (encryption, signal verification) -durability -message versatility (day and time automation, incorporating newly recorded messages, message override, etc) All factors are of equal weight. All subfactors are of equal weight." Quote should include all equipment, all un-installation (including disposal) of existing equipment and installation of new equipment. Existing poles shall be used and all installation, replacement, and set-up of these locations shall be quoted as a separate line item. Quote can contain options for replacing both poles (which are currently wooden). Any computers needed for any quoted software should be provided by the vendor. Vendor must detail any software licensing reoccurring fees (renewal/troubleshooting fees). This will be factored into the price evaluation as per a lifetime cost estimate. Power installation to any new poles can be accommodated by the base. The mobile access unit will be utilized chiefly in a concrete and steel building requiring additional in-place installation for signal propagation. Mobile unit power requirements and specifications must be detailed. The mobile access unit will primarily be used to activate Zone 2 and should be versatile in handing newly inputted digital voice messages. Desired performance of 10-20 configurable messages (preferred MP3). Quote should contain separate line items to upgrade, repair, or replace existing poles. Quote should also contain separate line items for all additional zones and coverage needed. Include past performance information: other military, commercial, and civilian companies with whom your products have been installed. Include country of manufacture for all items. Include feasible completion dates as well. Site Visit information: A SITE VISITs will be conducted on March 13. Coordinate any site visits with TSgt Christopher Fisher at (989) 354-6294 or via email at christopher.fisher.2@ang.af.mil. An alternative site visit is set for 21 March at 10:00AM. Any further site visits will be held per the discretion of the Contracting Specialist. Contractor Registration(CCR) prior to award.
