Description
Amendment 001 The Bureau Of Indian Affairs, Navajo Regional Office, Gallup NM intends to issue a Request for Proposal (RFP) for Construction Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for maintenance, repair, construction and design-build services located at the Bureau of Indian Affairs, Twelve (12) Regional offices including but not limited to sites at Anchorage AK, Nashville TN, Muskogee OK, Aberdeen SD, Bloomington MN, Gallup NM, Portland OG, Sacramento CA, Billings MT, Anadarko OK, Albuquerque NM, and Phoenix AZ. Typical work includes, but is not limited to: interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, surveys, studies, design-build and other related work. All will be in accordance with individual task order requirements, specifications and drawings provided with each project or master specifications. The North American Industry Classification System (NAICS) code for this work is 236220 and 237990. The small business size standard is $33.5 million average annual revenue for the previous three years. This is a HUBzone set-aside. The minimum amount of offerors selected is one with discretion to award more. The duration of the contract(s) is for one (1) year from the date of contract award with four (4) one-year option periods. The total five-year (base and four one-year options) estimated construction cost for all contracts is not- to- exceed $250,000,000.00 total and $50,000,000.00 per year. Task Orders will have an estimated construction cost between $10,000 and $25M, however, higher value projects may be considered at the discretion of the Head of the contracting activity. The government guarantees a minimum amount of $10,000 per year to each offeror selected for award of a MATOC. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation of a Project. Prospective offerors must submit a written past performance and technical proposal and a price. The solicitation will be issued around 29 March, 2012. Interested offerors must be registered in the Central Contractor Registration (CCR) database.
