Description

The Department of Veterans Affairs intends to negotiate a noncompetitive award to DAV Healthcare Services, Inc., a Service-Disable Veteran-Owned Small Business (SDVOSB), for HVAC Air Balancing of 52 rooms and corridors located at VA Palo Alto Health Care System, 3801 Miranda Avenue, Building 54, Palo Alto, CA 94304. This procurement is a sole source award under the Veterans Benefits Act of 2003 in accordance with FAR 13.106-1(b)(1) Soliciting from a single source and VAAR 819.7007 Sole source awards to service-disabled veteran-owned small business concerns. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Sole source justification has been prepared in support of this acquisition. This notice is NOT a request for competitive proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-56. The NAICS code is 238220 and the small business size standard is $14.0 million. Scope of Work: The contractor shall furnish all labor, supervision, equipment, materials, documentation, transportation and resources necessary to investigate and adjust with available air, room pressure differentials between rooms, corridors, lobbies and hallways. Contractor shall measure room volumes and calculate all room hourly air exchanges within the rooms, corridors, lobbies, and hallways. (End of Statement of Work) The provisions 52.212-1, Instructions to Offerors (JUN 2008), as modified, applies to this acquisition. Addendum to FAR 52.212-1 includes VAAR 852.270-1 Representatives of Contracting Officers (Jan 2008).
