- Combined Synopsis/solicitation DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 and Public Law 109-461, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA248-12-Q-1103. The solicitation is issued as a request for Quotes (RFQ) The specific requirement and associated contract clauses are included with this synopsis/solicitation and are viewable via the attached documentation. Offerors must sign into the FBO website to view the attachment. All vendors interested in submitting a proposal for consideration should do so, prior to the solicitation closing date, only to the point of contact(s) listed in this solicitation. Proposal not submitted in accordance to the solicitation guidelines will NOT be evaluated. This requirement is available as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for commercial items under the North American Industry Classification System (NAICS) Code 561720, Janitorial services REQUIREMENT: The James A. Haley Tampa VA Medical Center (VAMC), 13000 Bruce B. Downs Blvd, Tampa, FL 33612, intends to negotiate a firm fixed price contract and is seeking quotes for the following: SDVOSB can supply janitorial services for a base period of six month (1) with an option to extend the contract for six additional months at the discretion of the government, in accordance with Statement of Work (SOW) in the solicitation. The location for the contract performance will be stated in the SOW. the winner of this award must start the job on or around May 9, 2012. SDVOSB/VOSB CERTIFICATION REQUIRED IF CLAIMING SDVOSB/VOSB PREFERENCE: Class Deviation from VAAR 804.1102, Vendor Information Pages Database (WebCIMS 453704): Section 804.1102, VIP Database, currently requires prior to January 1, 2012, that all service-disabled Veteran-owned small businesses (SDVOSBs) and Veteran-owned small businesses (VOSBs) must be listed in the VIP database, available at: www.vetbiz.gov, and also must be registered in the Central Contractor Registration (CCR) (See 48 Code of Federal Regulations (CFR) Subpart 4.11) to receive contract awards under the Department of Veterans Affairs (VA) VOSB prime contracting and subcontracting opportunities program. Further, it provides after December 31, 2011, all VOSBs, including SDVOSBs, must be listed as verified in the VIP database, and also must be registered in the CCR, to be eligible to participate and to receive new contract awards under this program. This deviation will mandate, in advance of the provisions outlined in section 804.1102, that contracting officers (CO) require all prospective awardees on SDVOSB and VOSB acquisitions under the Veterans First Contracting Program to apply for, and be verified by, VA's Center for Veterans Enterprise (CVE) prior to receiving an award. This class deviation is needed to ensure vendors who receive awards under this program are indeed SDVOSBs or VOSBs as required for acquisitions pursuant to VAAR 819.70. OTHER REQUIREMENTS: Offeror must be registered in the Central Contractor Registration (CCR) database and ORCA database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. If the offeror is not registered in ORCA, it may do so through the ORCA website at https://orca.bpn.gov/. Registration in both CCR and ORCA is free. Questions regarding this requirement are to be sent to Adalberto.Afanador@va.gov no later than April 11 at 16:00 PM EST. I will answer questions question on April 12 when I return from a 2 week vacation. When asking any questions, the subject line of the email should clearly identify the Solicitation Number. No phone calls will e accepted. Answers to all questions received by this deadline will be posted on FedBizOpps in sufficient time for proposals to be submitted. Any questions received after this deadline will only be answered if time permits. See statement of work and RFQ for other details. A visit to the location might be arranged for the 12th or the 13th of April 2012, but this will be confirmed when I return back to work on the April 12. The due date for quotes for requirement is April 16, 2012 at 4:00PM.
