- SINGLE SOURCE ANNOUNCEMENT1. Introduction/Statement of IntentState that the FAA intends to award a single source contract to NET Federal Inc. of Sterling VA 2. Description of Supplies/ServicesThis procurement is to acquire spare parts for the Bandwidth Manager equipment. Total Estimated Value and Period of Performance The total estimated value of the planned contract is approximately $250,000.00, the required delivery period is spring of 2012. 4. Authority Authority for single source procurement is provided by AMS policy section 3.2.2.4. 5. Reasons for Single SourceThe items on this purchase will provide spare parts for operating equipment supporting NAS services. This equipment is made by a particular manufacturer and is not interchangeable with equipment from other vendors. Original equi0pmnet was purchased from this manufacturer in June of 2010.The equipment in this purchase is proprietary to NET Incorporated, and uses electronic circuit cards and software built specifically for use in the "Promina" brand of equipment. No other maker is known to buildd compatible and interchangeable parts for this system. No other manufacturer has been found that builds a compatible product. No vendor beyond the manufacturer was found using an internet search.The Promina equipment is the basis for the FAA's Bandwidth Manager Network, which supports voice and data communication for National Air Space facilities within the FAA. 6. QuestionsA competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals and will not pay for any information received or costs incurred preparing the response to the market survey. In order to make a determination of the capabilities of any interested vendor, the FAA requires the following information: a. Specifications for equipment provided by your firm. b. Specifications for equipment provided under any previous contracts for services that are similar in scope. Detailed information and past performance information on previous contracts c. Demonstration of experience/capability for meeting the technical requirements set forth above. Please note that the FAA e-mail server restricts file size to 10MB per mail. Any submission must be received by 4:00 PM Pacific Daylight Savings Time on April 3, 2012.
