Description
Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with Sikorsky Aircraft Corporation (SAC), Stratford, CT for the Active Vibration Control System (ACVS) Test Box, P/N 71700-77551-041, NSN 4920-01-588-7038 for the H-60 Aircraft. The base quantity is sixty eight (68) each, with an option for an additional thirty two (32) each. The Government intends to negotiate this requirement under the authority of 10 USC 2304 (c)(1), as prescribed by FAR 6.302-1. The Government does not possess the technical data required to permit full and open competition. No known commercial off the shelf (COTS) items can be used as substitutes. SAC is the sole designer and manufacturer of the H-60 aircraft and associated support equipment, and as such they are the only vendor with the intellectual property and other proprietary data required to develop and manufacture these items and provide logistics support. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
