Description
This announcement is for informational purposes only. The Bath VA Medical Center intends to award a contract for Architect/Engineer (A/E) Design Services, under NAICS code 541330, to provide design services to install a new generator and related items for providing emergency power to building 24, dining hall. The Medical Center will use the short selection process defined in FAR 36.602-5 (a). As such, the VA intends to evaluate the technical qualifications of all Service-Disabled Veteran Owned Business A/E firms that are currently on file. The VA will identify the three most highly qualified SDVOSB A/E firms who have responded to competitive solicitations over the past 12 months. The geographic range being considered for this selection is 200 miles from 76 Veterans Avenue, Bath, NY, and only firms on file within that range will be considered. Existing information on file indicates that the socio-economic set-aside within this geographic radius is Service Disabled Veteran Owned Small Business. Firms wishing to be considered who are within the 200 mile radius but have not submitted a technical qualifications package within the past 12 calendar months may submit SF 330's, listing qualifications, to the attention of Cheryl Brimmer, Contract Specialist, VA Medical Center, 76 Veterans Avenue, Bath, NY 14810. Firms who have previously submitted qualifications need not resubmit. SF 330's must be received at the Bath VA Medical Center by 4:30 pm, April 10, 2012. VOSB and SDVOSB A/E firms must be verified in VetBiz (www.vetbiz.gov) to receive consideration. The preferred method of submission would be electronic submission to Cheryl.brimmer@va.gov. This is a general scope for Architectural/Engineering services (NAICS 541330) for the "renovate existing library for respiratory therapy" project at the Bath VA Medical Center, Bath, New York. The general scope of this project is to provide a design to install a new generator and related items to provide emergency power to building 24, Dining Hall. The existing electrical service for building 24 does not include any emergency power. The building is currently fed power through a transformer from the high-voltage loop that serves the campus. A/E SCOPE OF SERVICES. 1.Provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review, and construction period services as required to install a new generator and related items to provide emergency power to building 24. Services will include all Electrical Engineering, or other Engineering Services, or Architectural work associated with this project. 2.Provide contract specifications utilizing the VA Master Specifications (supplied to the VAMC Bath on a CD rom or through e-mail in MS Word format) edited to remove all impertinent specs for this project. 3.Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. 4.Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Bath Engineering Service, VA Network 2, or any other government comments. 5.Provide two (2) sets of "Architectural E1" (30"x42") size working drawings, specifications, and cost estimate at the 30%, 70% and the 100% design review stage. Also provide, two (2) sets of drawings stamped by an Engineer licensed in the State of New York, specifications, and cost estimates at final design submission. Additionally provide electronic copies of the final design submission in both AutoCad and PDF formats. (AutoCAD format must be no earlier than AutoCAD 2006 version and no newer than AutoCAD 2011.) 6.Project completion of construction documents, including final design, contract drawings, specifications, and cost estimate is to be 180 days from contract award. 7.Provide a detailed material/ labor cost estimate for construction of this project at the 100% design review stage. 8.Create list of all items required to be submitted on by the project specifications. The list shall be organized by specification number, followed by the name of the item to be submitted on by specification. This list shall be provided to VA. 9.Attend pre-bid job walk and provide all engineering responses to questions asked by potential bidders and issue an addendum, if necessary. 10.Provide a technical review of all project submittals/shop drawings related to the Project and provide all required responses to any design/conflict questions encountered in these areas during construction in an expeditious manner. 11.Provide expeditious responses to all design/conflict questions encountered during the construction term. 12.Upon completion of the project, provide (2) sets of stamped "Architectural E1" (30"x42") as built drawings, as well as in PDF and AutoCad 2006 to 2011 formats.
