- THIS IS NOT A REQUEST FOR PROPOSAL OR BIDS AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS ANNOUNCEMENT. Federal Student Aid (FSA) will not pay for any information submitted or any costs incurred by interested parties responding to this notice. Any formal solicitation resulting from this announcement will be announced separately. FSA is conducting market research and desires input from industry to assist in requirements planning. The information required by this notice will be used within FSA to facilitate the decision making process and will not be disclosed outside the agency. FSA is seeking responses from qualified and experienced Service Disabled Veteran-Owned Small Business (SDVOSB) or HUBZone Small Businesses only. Interested parties must be registered on CCR.GOV and ORCA. All SDVOSBs and HUBZones must be physically located within 3 hours ride by vehicle to the Washington DC, Metro Area. FSA desires a SDVOSB or HUBZone contractor to supply a single point of contact for delivery of a full line of software maintenance renewal services. (i.e., HP, EMC, IBM, VMware, Oracle, SharePoint, Symantec, Quantum, NEC and others). The proposed procurement is a single award Firm Fixed Priced (FFP) Contract, with a base year and four one year option periods. The Government plans to procure these services as Commercial Item as defined in FAR 2.101. Services include but are not limited to the following: • Provide cradle to grave software renewal maintenance services. • Track all hardware and software maintenance renewals. • Obtain renewal proposals from software maintenance manufacturers and resellers. • Obtain proposals from a broad range of vendors in order to provide for competitive pricing. Make awards to the lowest price and technically acceptable offerors. • Execute license and maintenance agreements on behalf of the Department. • Provide an on-site liaison support services. • Liaison with FSA's Data Center provider and other key student aid vendors. • Monitor software maintenance vendor's performance. For purposes of this notice the applicable North American Industry Classification System (NAICS) code is 541519, Other Computer Related Services. The Small Business Size standard is $25 Million. Interested parties should respond to the following questions via e-mail no later than 4:30 PM on April 9, 2012. Responses to this announcement will be used in market research for this requirement and must be submitted in the following format. All responses must not exceed two pages. 1. What is your company name and address? 2. Who is your Point of Contact (POC)? Please provide the POC name, phone number and email address for someone who can address questions we may have regarding the information which you submit. 3. What is your CAGE code and DUNS number? 4. Is your firm a HUBZone or SDVOSB? 5. Are you experienced with providing a single point of contact for Software Maintenance renewal service? Please describe your experience and capabilities in one page or less. Your experience must be presented in sufficient detail for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. 6. What are your capabilities and performance information in terms of contract references (similar to this requirement)? Please provide documentation of your technical expertise in the Software Maintenance industry. Include contract numbers, agency/company supported contacts information. Performance as prime or subcontractor, brief description of the effort, period of performance, total contract value, and contract type and NAICS code/ Small Business Size Standard. 7. What type of relevant past performance does your company have for the same or similar work dating 5 years? This sources sought synopsis is issued for market research purposes and to identify qualified sources for the requirement identified above.
