Description
Draft Performance Work Statement (PWS) - 23 March 2012 v04 Draft Solicitation - 26 March 2012 v01 The United States Transportation Command (USTRANSCOM) intends to competitively issue multiple Basic Ordering Agreements (BOAs) for Satellite Enabled Tracking and Intrusion Detection (SETID) Services. A basic ordering agreement is a written instrument of understanding, negotiated between an agency, contracting activity, or contracting office and a contractor, that contains (1) terms and clauses applying to future contracts (orders) between the parties during its term, (2) a description, as specific as practicable, of supplies or services to be provided, and (3) methods for pricing, issuing, and delivering future orders under the basic ordering agreement. A basic ordering agreement is not a contract. Each order issued shall be subject to the contract clauses, provisions, certifications, terms, and conditions of the BOA. There is no guaranteed minimum dollar amount or volume of work that will be ordered under the agreement. Government funds are obligated only to the extent that a duly issued order creates such obligation. Contractors issued a BOA may receive requests for technical and/or price proposals leading to award of orders. Issuance of Basic Ordering Agreements will be based on evaluation of qualifications in accordance with the criteria as set forth in the solicitation. Award of specific orders as requirements arise will be based on price and other factors as deemed desirable and set forth for each specific requirement. All Requests for Quotation (RFQ's) will first be offered to small business BOA holders. If offers are not received from at least two responsible small business concerns that are competitive in terms of market prices, quality, and delivery, RFQs will then be opened up to all BOA holders. If adequate competition still cannot be obtained, the Government reserves the right to open the area of competition to include non BOA holders.
