Description
The Naval Air Warfare Center Aircraft Division, Lakehurst New Jersey has a requirement for the following item in support of the NAVAIR Metrology and Calibration METCAL Program, Aviation Fleet Intermediate Calibration Activities, Fleet Training Activities and Aviation Navy Calibration Laboratories: Model 8000A, Automated Potentiometer, qty one (1) each. This calibration standard is used to measure multi-channel automated bipolar DC voltage of +/- 10volts. Instrument characteristics allow ranges and functions to be easily altered to perform timed DC voltage measurements to meet the various requirements of Fluke Corp. 5700 and 5720 series calibrators. This multi-channel automatic potentiometer system ensures ratio measurement accuracies to nine significant digits with linearity deviations of less than 0.02 ppm. This is a unique system that has been tested, evaluated and certified to interface to Honeywell 4200 series scanners for up to 20 additional channels and offers protection voltage maintenance programs. The Navy Primary Standards Laboratory (NPSL) has certified these instruments for measurement range, accuracy and system interface compatibility. The requirements are as follows: Manufacturer one year warranty, plus warranty certificate; units shall be serialized; units shall have a UID Label applied per DFAR 252.211-7003; and Operating and Servicing Manual shall be provided with each unit. The interface and design of the calibration standards being requested are proprietary to the Original Equipment Manufacturer (OEM). Measurements International Inc of Ogdensburg, NY is the OEM, and as such is the sole designer, developer, and manufacturer who calibrate the products in accordance with their certification and accreditation. The Government does not own any data, or other specifications to permit full and open competition. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
