- ***ONLY SEND CORRESPONDANCE TO SABRINA PEARSON AT SABRINA.M.PEARSON@NASA.GOV OR VIAFAX 256-544-6560***NASA/MSFC has a requirement for the Renewal of License and Maintenance of Wind RiverSotfware.NASA/MSFC intends to purchase the items from Wind River Systems, Inc. on a sole sourcebasis.Wind River VxWorks 653 is a unique software tool that has been developed by WindRiver Systems, Inc. This software has features that are compatible with Real-TimeOperating Systems, currently used by Marshall Space Flight Center.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Sabrina Pearson no later than 12 NOON CST on 4/5/2012 tosabrina.m.pearson@nasa.gov. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable. (a) An ombudsman has been appointed to hear and facilitate the resolution of concernsfrom offerors, potential offerors, and contractors during the preaward and postawardphases of this acquisition. When requested, the ombudsman will maintain strictconfidentiality as to the source of the concern. The existence of the ombudsman is not todiminish the authority of the contracting officer, the Source Evaluation Board, or theselection official. Further, the ombudsman does not participate in the evaluation ofproposals, the source selection process, or the adjudication of formal contract disputes.Therefore, before consulting with an ombudsman, interested parties must first addresstheir concerns, issues, disagreements, and/or recommendations to the contracting officerfor resolution.(b) If resolution cannot be made by the contracting officer, interested parties maycontact the installation ombudsman, whose name, address, telephone number, facsimilenumber, and email address may be found at: http://prod.nais.nasa.gov/pub/pub_library/Omb.html. Concerns, issues,disagreements, and recommendations which cannot be resolved at the installation may bereferred to the Agency ombudsman identified at the above URL.
