- Statement of Work PICTURE: Where to place the PILE Velcro on Carrier This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The Associated North American Industrial Classification System (NAICS) code for this procurement is 315999. This requirement is unrestricted and only qualified offerors may submit bids. The United States Marshals Service, Tactical Operations Division, Special Operations Group requires the following items: 4.1 Load-Bearing Vest (Tactical Carrier) * 50 Denier fabric * Ranger Green in color * Single point release system consistent with patent number (Eagle Manufacture Patent) * Removable cummerbund * Side attaching system when cummerbund is removed * External, bottom-drop, plate pockets * Carrier compatible for SPEAR cut panels * Front of carrier 3" x 3" Velcro (pile/loop) swath left upper chest * Upper back of carrier MOLLE integrated with Velcro (pile/loop) for placard 4.2 SPEAR Cut IIIA Panels * NIJ.06 certified * DEA ballistic certified * Weigh less than 1.15 lbs/ft2 * Thinness less than.33 inches * Must properly fit the carrier with no buckling of panels * Cut * Heat sealed 4.3 Velcro * Front * Back * Each body armor kit shall contain a label clearly marked with cleaning/care instructions. 5.0 Serial Numbers Each body armor kit shall be assigned and market with an individual serial number that is traceable to its original ballistic material lot number, ballistic material mill roll number, incoming material lot test, and ballistic panel lay-up lot test. Likewise, each body armor component shall have a separate traceable serial number. Urban Assault Vest (UAV) Carrier, UAV-M-MS-LE\0-5RG Color: Ranger Green Size: Medium, 25 ea. Ballistic Panel Only BALC; cut, heat sealed; BA-3A00S-BR01-BALC-MD Size: MEDIUM, 50 ea. Ballistic Panel Only BALC; cut, heat sealed; BA-3A00S-BR01-BALC-LG Size: LARGE, 15 ea. New equipment ONLY, no remanufactured, refurbished, or gray-market products. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, for more information go to CCR website at http://www.ccr.gov. Delivery must be made within 21 calendar days after receipt of order. No multiple awards will result from this solicitation. The Government reserves the right to award or not award based on this solicitation at any time after the closing of this solicitation. All bids must be valid for 30 days from the closing date for this solicitation. All bid prices must include shipping FOB Destination: 1401 F. Street, Pineville, LA 71360. No partial shipments are permitted, unless otherwise specified by the Contracting Officer at time of award. The Special Operations Group Unit currently has the Eagle UAV in its inventory and is using it as the required duty uniform for the majority of its missions. SOG members wear the UAV for training and on tactical missions as well as during overseas missions. SOG also issues the UAV to candidates when they successfully complete the SOG Selection Courses. To promote standardization, familiarization and eliminate the need for costly re-outfitting, SOG has added to its inventory the Eagle Urban Assault Vest. SOG currently has some soft armor that is going to expire this year. The expired soft armor will be used for training purposes. SOG staggered the purchasing of armor currently issued to members by years. In the upcoming years, soft armor that was purchased in 2008 or 2009 will soon expire. With regards to the new model UAV being issed Marshals Service wide, it is slightly different than the current SOG UAV issued to members in 2007/2008. SOG is purchasing a limited number of the new UAV's to test and evaluate.
