Description
The Naval Medical Logistics Command intends to award a sole source contract under the authority of 6.302-1 to Oak Hill Genetics for an indefinite delivery-indefinite quantity contract that provides for the delivery of healthy male and female Yorkshire swine for a period of 24-months. The animals (swine) shall be healthy, disease free and at the required weight in 100% of the ordered quantity in each delivery, or entire shipment shall be replaced. The animal facility requires United States Department of Agriculture approved Class A animal breeder license. The requirement shall have an environment, care and handling of animals as developed by the current supplier to avoid the skewing of data in ongoing research efforts. Currently, Naval Medical Research Unit “ San Antonio (NAMRU-SA), is using the government purchase card to buy animals (swine) from Oak Hills Genetics, Inc. NAMRU-SA has been using Oak Hills Genetics for past animal (swine) purchases in research that focuses on the protection, resuscitation and stabilization of combat casualties at Echelon 1 and 2 points of care in the combat theater. In the upcoming months, the number of animals necessary for purchase will increase to a level that exceeds the authority to purchase under the Government purchase card program. It is critical for NAMRU-SA future scientific research efforts to have healthy, disease free animals from one vender; this will ensure the scientific data generated is consistent, which is critical when testing different vender devices under that same research environment. Due to Oak Hill Genetics early involvement providing animals in this ongoing research effort; they must continue to provide this supply until commencement as to avoid the injection of inconsistency in study results. In addition, it is imperative that a comparison of previous data collected in ongoing research, to potentially new data be created, collected, and reviewed under the same controls to ensure an apples-to-apples analysis is been performed. This is critical to the integrity of the entire study and can only be accomplished through the use of the same supplier. In addition, Oak Hill Genetics has an established history of delivering 100% healthy lots. Loss of one or two animals due to diseases will cause a major disruption on data collection and data analysis. Further, the Institute of Animal Care and Use Committee (IACUC), which provides regulatory oversight in federally funded projects requiring animal use, requires proof that the research team is working to reduce the number of animals used in the protocols as the study progresses. This can only be accomplished by using the current vendor, as this supplier eliminates the need to acquire additional animals through duplication of previous study efforts. The estimated value of this contract is $450,000.00. The period of performance for this contract is anticipated to be a base period of 12-months, followed by one 12-month option periods for a total of 24-months. Previous to purchases from Oak Hill Genetics with the Government purchase card, market research was conducted by NAMRU-SA, it found that other animal venders could have been used in the past, but prior to use, the animals became sick and had to be euthanized. If future requirements exist that do not involve the same research efforts, the government will solicit through full and open competition to remove barriers. All capability statements received by 10:00AM Eastern Time on April 10, 2012, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil.
