Description
FY12 SOF AC-RECAP FLIGHT SIMULATOR FACILITY, CANNON AIR FORCE BASE, CURRY COUNTY, NEW MEXICO. The proposed procurement is a Small Business Set-Aside. Only offers from qualified Small Business Concerns (as determined by the Small Business Administration) will be accepted. Offers received from concerns that are not certified by the Small Business Administration shall be considered non responsive and will be rejected. NAICS is 236220/SIC 1541, with a size standard of $33,500,000.00. The magnitude of construction for this project will be between $5,000,000 and $10,000,000. Bonding will be required for this acquisition. Offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Requirements Documents will be issued on or about April 17, 2012 with proposals due on or about June 13, 2012. Offerors are advised that this requirement may be delayed, canceled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. THE PROJECT consists of the construction of the FY12 SOF AC-RECAP Flight Simulator Facility, Cannon Air Force Base, Curry County, New Mexico. This project will consist of the construction of a 1,427 square meter flight simulator facility. The new building will contain a simulator bay, Multi-command Required Operational Capability (MROC) training rooms, private offices and classrooms, briefing rooms, and a mechanical yard with Generator Sets (GENSET). This facility will also contain fire suppression, utilities, site improvements, communications systems and all necessary support for the MC-130 aircraft. The FY12 SOF AC RECAP Flight Simulator Facility will be located on the northwest end of the FY11 MC-130 Flight Simulator, sharing a common wall. The site for the facility is occupied by three previous simulator facilities, comprising one combined building, and a temporary simulator bay separate from the other simulator facilities. In addition, the site includes asphalt parking areas to the north, east, and west of the building, sidewalks, a dumpster pad, open unpaved areas, utility lines, and two runoff detention areas. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. Proposed procurement will result in a firm-fixed price contract.
