Description
The U.S. Army Reserves currently has a requirement to have the heating system replaced in the United States Army Reserve Center at 45 West Main St., Canton, N.Y. 13617. The services required consist of, but are not limited to: 1)Remove and dispose of existing boiler. 2)Remove and dispose of existing steel breaching cap at block chimney. 3)Remove and dispose of existing expansion tank. 4)Remove and dispose of (2) existing 80 gallon hot water heaters. 5)Supply and install (2) Lochinvar 500,000 btu Natural gas boilers. 6)Supply and install 80 gallon indirect hot water storage tank. 7)Supply and install new expansion tank, air scoop, and fill valve. 8)Supply and install PVC sch 40 boiler breeching. 9)Supply and install Black iron sch 40 natural gas piping. 10)Reconnect to and extend existing boiler supply and return piping. 11)Reconnect to and extend existing power wire. 12)Insulate and tag new boiler supply and return piping. 13)Provide Johnson controls FX60 Supervisory controller. The fx 60 provides system wide monitoring and controlling capability via a web browser. This allows users access the system via a web browser over Ethernet local area network (LAN) internet, or dial up modem connection. 14)Supply and install desktop computer as DDC workstation, Specialized software not required, controller can be accessed through web browser. 15)Supply and install modem for access via telephone lines. 16)Provide Johnson field controllers, sensors, relays and wiring for building wide DDC controls. 17)Boilers, pumps, exhaust fans, air handling units, cabinet heaters, unit heaters, baseboard and heaters found in original building. Provide wall zone controllers to replace existing pneumatic controllers found throughout the building. 18)Demolition and dispose of existing pneumatic air compressor and pneumatic controls. 19)Include programming, documentation, commissioning,1 day training and 1 year support associated with DDC controls. 20)Provide manual for all equipment. 21)Provide container for all demolished materials and debris. 22)Complete operational check of system It is estimated that this requirement will take 45 days to complete. It will be set aside 100% for small businesses utilizing 238220- Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard for this NAICS is $14M. A solicitation will be posted to FedBizOpps on or about April 10, 2012 with an anticipated award date of May 15, 2012. Simplified acquisition procedure found at FAR part 13 will be utilized for this requirement. Award shall be made to a responsive, responsible contractor whose quote is the lowest price that is found to be technically acceptable. To be eligible for contract award, all contractors must be registered with the DoD Central Contractor Registration (CCR) found at https://www.bpn.gov/ccr/default.aspx. Representations and certifications must also be completed before award and can be done so at https://orca.bpn.gov/. Payments for the resulting contract will be made through Wide Area Work Flow (WAWF). Contractors can register for WAWF at https://wawf.eb.mil/.
