- Army Contracting Command Qatar has a requirement for Multiple Award Construction Contracts (MACCs) for locations in Qatar. These will be Firm-Fixed-Price, Indefinite Delivery-Indefinite Quantity (IDIQ) contracts for various minor construction, repair, renovation, maintenance, demolition and design/build requirements. Each task order issued against the IDIQ contract shall be for a specific project(s). In accordance with Qatari labor and immigration laws, the contractor must be able to legally do business in the country of Qatar on the 1st day of the contract's performance period. The contractor shall have the ability to be vetted through Army security screening. The proposed contract performance term is a base year with four (4) option years thereafter. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. This sources sought announcement is published for market research purposes. This market research will be used to help identify sources in the country of Qatar. Prospective offerors are requested to complete and return a Capabilities Statement as described below to determine which companies possess the capability, experience and financial ability to perform the project requirements of the proposed contracts. The Government is in no way obligated to do business with, or to enter into, any form of contract with any person, firm, or other entity that receives or responds to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The Government may award up to five (5) MACC contracts from the forthcoming solicitation. Projected solicitation issuance: week of 09 April 2012. A DD254/Contract Security Classification Specification will accompany the Request for Proposal (RFP). Proposals will be evaluated using best value source selection evaluation procedures pursuant to FAR 15. SCOPE: The Contractor shall provide all labor, equipment, supplies, transportation, tools, materials, supervision, quality control and any other associated items necessary to provide a variety of small (under $100K) and large dollar construction requirements at Camp As Sayliyah and other sites/installations within Qatar. The Contractor, as an organization, must have at least seven (7) years construction management and construction execution experience, preferably in the country of Qatar. The Contractor must have qualifications and experience in all disciplines (electrical, mechanical, architectural, civil, structural, etc.). The Contractor's Program/Contract Manager must be fluent in both written and spoken English. REQUEST FOR CAPABILITIES STATEMENT: Interested businesses should provide a capability statement which addresses their ability and experience to perform in the areas mentioned above, and also lists their previous and current customers. Submissions must be received by April 6, 2012, 10 a.m. Qatar Standard Time. The responses should specifically describe the contractor's ability to meet the requirements outlined herein. Please include company's name, point of contact, address, phone number, email address, website (if applicable), DUNS number, CAGE Code and Tax ID.
