Western NY VHA is looking to put together a training course for new HR Managers, no more than 45 individuals, in the Canandaigua, NY area. We require the services of a former VHA HR Manager who is familiar with the National Nuts and Bolts Program for Supervisors to facilitate the following HR Modules: 1.Staffing Practices "Introduction to Hiring Process "ABCs of Hiring "Title 5 vs Title 38 "Steps in the Hiring Process oBefore Interview "Steps in the Hiring Process oReviewing applications oABCs of Interviewing oRating the Candidates 2.Overview of Position Classification and Position Management "Overview of Position Classification "Position Descriptions "Overview of Position Management 3.Labor Management Relations "Federal Sector Labor Management Relations "Unions in the VA and their contracts "Union and Management Interactions "Collaborative and Adversarial Relations "Grievance Process and Policy 4.Employee Relations "Difference Between Performance and Conduct "Building Blocks of Conduct "Addressing Conduct Issues "Gathering Evidence "Kinds of Actions "Evidence File "Determining Disciplinary Action "Grievances/Appeals 5.Employee Performance Management "Overview of Performance Management "Performance Plans and Rating Performance "Handling Performance Issues "Title 5/Title 38 "Rewards and Recognition 6.Time, Attendance and Leave Management The coordinator for the program will work with the facilitator in identifying the handouts for the program and will have them reproduced. The facilitator will be familiar with the concepts of accelerated learning who can incorporate different teaching activities into the presentations.
