Description
The U.S. Department of Education (Department) anticipates the release of the subject solicitation on or about April 13, 2012. It is determined that these services are commercial as defined in FAR Part 2.101. The Department intends to issue a full and open competitive solicitation to obtain services to assist in the Office of Vocational and Adult Education's (OVAE) need for a better understanding of the various available Open Education Resources (OERs) to support STEM (Science, Technology, Engineering, Mathematics) teaching and learning. A 36 month firm fixed price contract is planned. Background: The American economy is expanding in the areas of STEM jobs. The importance of STEM education is not just for advanced engineering; STEM competencies are required throughout the modern workplace and indeed modern life. The Department plans to accelerate the teaching and learning of STEM content in adult education. It is the Department's conviction that adult learners can and should acquire higher levels of science, technology, and mathematics literacies in order to succeed in further education, training, and employment. The Department is committed to utilizing technology in creative and productive ways for teaching and learning. One promising technology development is the incorporation of OERs into classroom teaching. OERs have the potential to deliver high-quality, engaging, and rigorous STEM learning content to every adult education classroom. Even though OERs are freely available on the web, challenges to realizing their potential in adult education programs include an uneven technology infrastructure, an underprepared teaching workforce, lack of awareness of the opportunities of OERs by administrators and instructional leaders, and a lack of aligned curricula and formative assessment techniques in these subject areas. This procurement will assist OVAE by investigating several of these challenges and identifying solutions. Purpose and Objective: This effort seeks to advance OVAE's understanding of these emerging technologies and instructional models, and build capacity in the adult education field to utilize OERs for science and math instruction. Through this procurement, the contractor shall involve nationally recognized subject matter experts, establish evaluation criteria that identify promising OERs, recruit and support practitioner user groups, disseminate information and stimulate demand for knowledge about STEM resources, create and deliver professional development materials, and investigate emerging models to make recommendations to the Department.
