Description
The Agency for Healthcare Research and Quality (AHRQ) intends to award a one year (base) contract with one option year with the Joint Commission International (JCI). This is a follow-on contract to provide support of the activities necessary to maintain the final standard operating protocols (SOPs) for the High 5s Project; and support the AHRQ's role as the United States Lead Technical Agency (US LTA) and protocol lead. This acquisition will require the contractor to perform the following tasks: (1) collaborating centre activities; (2) maintain the standard operating protocols (SOPs) and toolkits; (3) maintain the information management system, evaluation plan and data collection; and (4) provide United States Lead Technical Agency (US LTA) support. This sole source follow-on is based on the unique capabilities and qualifications of the JCI. These unique capabilities include a designation by the World Health Organization (WHO), in August 2005, as the world's first and only WHO Collaborating Centre dedicated solely to patient safety. The JCI works collaboratively with ministries of health, national patient safety organizations and experts, health care professional organizations, and patient/consumer groups on Patient Safety Solutions, Patient Safety Practices and other issues related to reducing safety risks to patients. JCI has coordinated and managed this project since August 2008. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received will be considered by the Government. A determination by the Government not to continue with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
