Description
SUBJECT: Research, Development, and Integration for HC/MC/AC-130J This Request for Information (RFI) is issued for informational purposes only and neither constitutes a solicitation nor a commitment by the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the Federal Acquisition Regulation. Although proposal and offeror are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. DESCRIPTION: Aeronautical Systems Centers Special Operations Forces (SOF) and Personnel Recovery Division, Fixed Wing Branch is soliciting information to identify possible sources that can provide all necessary efforts associated with the analysis, study, planning, design, development, prototype, qualification, test (including flight test), draft modification instructions and supporting operational/maintenance publications updates, Trial Kit Installation (TKI) and programmatic documentation for the HC/MC/AC-130J system development upgrades. These tasks will enhance the capabilities of the HC/MC/AC-130J and allow continual aircraft improvement in the following areas: a) Hardware Component/Subsystem Development and Test b) Software Development, Test, and Investigations c) The Identification of Impacts to, and Updating the Support Structure for, Organizational, Intermediate, and Depot sustainment, including efforts to: a. Design, Develop, Document, and Test Support Equipment b. Develop and Perform Combined Certification and Verification of Technical Orders c. Define and Document Spares Requirements d. Design, Develop, and Document Training System Changes e. Update Other Integrated Logistics Support Elements as Necessary f. Support of Manufacturing Readiness Assessments (MRA's) d) Hazardous Material (HAZMAT) Elimination/Reduction e) Systems Engineering f) Kit Prototyping g) Flight Testing of Changes h) Development of Solutions to Diminishing Manufacturing Sources (DMS) Responses shall be submitted on CD-ROM in an electronic format that is compatible with Microsoft Windows/Office with no macros. Two (2) copies of the CD submittals shall be submitted. If the CD contains proprietary/competition sensitive material, the CD and cover label should be marked Proprietary/Competition Sensitive Information. Two (2) paper copies should be submitted. Paper copies must be clearly labeled Proprietary/Competition Sensitive Information on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/Competition sensitive information will be protected from disclosure. E-mail copies of the paper submittal will also be accepted. i) Responses must be received no later than 1200 DST, 11 Apr 2012.
