- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-12-031 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-56. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Promega Corporation - 2800 Woods Hollow Road - Madison, Wisconsin 53711 a GloMax® Multi+ 96 Well Reader with Fluorescence System to consist of the following components: 1. Item# E9032 - - GloMax® Multi+ Detection System with instinct Software, Heat and amp; Shaking - Quantity (1) EA 2. Item# E8041 -- GloMax® Multi+ Luminescence Module - Quantity (1) EA 3. Item# E8051 -- GloMax® Multi+ Fluorescence - Quantity (1) EA 4. Item# E9061 -- GloMax® Multi+ UV-Visible Absorbance Module - Quantity (1) EA 5. Item# E7081-- Dual Injector System for GloMax®-Multi Detection System - Quantity (1) EA 6. Item# E6531 -- GloMax® Luminometer Light Plate - Quantity (1) EA 7. Item# SA3030 -- GloMax® Multi+ Base Instrument Service Agreement - Quantity (1) EA 8. Item# SA3040 -- GloMax® Injectors Service Agreement - Quantity (1 ) EA The lab at the NICHD needs a 96 well plate reader for luminescence assays. The Promega unit has the best sensitivity and dynamic range for assays, which is the highest priority for procuring this system. The unit also has a built in computer/touch screen negating the need for an additional computer and screen. The built in computer/touch screen will also save the lab bench space and power as well as any additional cost that would be needed to acquire computer, etc. with other known models, which is a significant factor as well for the lab. The GloMax®-Multi+ Detection System with Instinct TM Software combines the superior performance expected from single-mode instruments with the functionality of multiple modes. Detection modes include Fluorescence Intensity, Luminescence and UV-Visible Absorbance. The GloMax®-Multi+ Detection System accepts 6-, 12-, 24-, 48-, 96- and 384-well plates and is configured with a factory-installed shaker that allows for either linear or orbital shaking. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within 10 days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the products specified in this synopsis should submit one (1) copy of their quotation to the below address or via email to robinsti@mail.nih.gov by the due date and time below. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due ten (10) calendar days from the publication date of this synopsis or by April 4, 2012 before 3:00 Pm EST. The quotation must reference "Solicitation number" NICHD-12-031. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to Eunice Kennedy Shriver National Institute of Child Health and Human Development, 6100 Executive Boulevard, Room 5Z00, Bethesda, MD 20852.
