Description
The Mission Installation Contracting Command (MICC) Mission Contracting Office (MCO) - Fort Eustis, Fort Eustis, VA anticipates issuing a Request for Proposal (RFP) for Operational Environment (OE) Core Functions for the U.S. Army Training and Doctrine Command (TRADOC), Deputy Chief of Staff for Intelligence (G-2). TRADOC G-2 is an innovative, learning, and enabling enterprise that examines national security challenges, defines current and future operating environments, challenges solutions, and expands perspectives in order to select, organize, train, and equip the Army to conduct operations in accordance with the Army Force Generation (ARFORGEN) process. The intelligence support training is for all TRADOC G-2 major support organizations, Centers of Excellence, Schools, and Army Combat Training Centers. This support includes initial, functional, leader development and education, collective training for the operational environment, threats, and cultural awareness. TRADOC G2 requires contractor services to provide support for the following primary task areas: 1. Functional Support 2. Analysis and Production 3. Intelligence-Surveillance & Reconnaissance 4. Training Opposing Forces 5. Training Brain (TBOC) 6. Wargaming Experimentation, Test, & Evaluations 7. Foreign Military Studies Office (FMSO) 8. University of Foreign Military & Cultural Studies (UFMCS) 9 Operational Environment Laboratory 10. Threat & OE Integration 11. Cultural Knowledge Consortium TRADOC G-2 is an innovative, learning, and enabling enterprise that examines national security challenges, defines OE variables, challenges solutions, and expands perspectives in order to enable the Human Capital Enterprise to accomplish its mission. TRADOC G-2's purpose is to identify, define, and predict the variables of the OE then apply and channel the product towards ensuring the rigor and relevance of a complex battlefield and adaptive threat that are integrated across the mission area. The mission area includes Leader Development (LD) and training (individual, unit, and collective), concept and doctrine development, and requirements determination. Support will also include implementation and enforcement of the analysis and supplant the traditional focus regarding leadership LD and training (individual, unit, and collective training) as well as doctrine development (requirements determination, future doctrine, and joint doctrine). The highly dynamic nature of the OE Core functions and related may require some aspects of the tasks identified to be accelerated and support provided on short notice. The requirement will be solicited on an unrestricted full and open competitive basis. The Government contemplates awarding a single award Firm-Fixed Priced (FFP) contract with Cost Contract Line Item Numbers (CLIN) for Travel and Other Direct Costs (ODC), and Labor Hour CLINs for surge requirements. The period of performance is a one-year base period (including 30 day Phase-In) and two, one-year option periods. REMINDER: This is not a Request for Proposal; only a Presolicitation Notice. Solicitation number W911S0-12-R-0001 will be issued on or about 3 April 2012. All offers shall be provided as specified in the solicitation. A notification will be issued on the Government Point of Entry website at http://www.fbo.gov. No paper copies will be provided.
