- DESCRIPTION: The proposed contract action is for services for which the Government intends to solicit and negotiate with San Antonio Pediatric Surgery Associates on a sole source basis under the authority of FAR 13.106-1(b) to provide uninterrupted On-Call Pediatric Surgeon services to Tricare beneficiaries at San Antonio Military Medical Community - North (SAMMC-N). This will be a Personal Services Firm-Fixed Price contract. There will be one line item for On-Call Pediatric Surgeon services for 27 days per 3-month period. The period of performance for this contract is a 3-month base period (1 Apr -30 Jun 12) and one 3-month option period (1 Jul - 30 Sep 12). The period of performance must start on 1 Apr 12. This short-term contract is needed to provide uninterrupted services while a new contract is being re-procured competitively. SCOPE OF WORK: Contractor's duties include but are not limited to: - Provides pediatric surgery consultation, operative care and ongoing inpatient care to eligible pediatric patients. Provides technical oversight to surgery residents, pediatric residents, students and nursing personnel in the delivery of care to pediatric surgery patients. - Provides acute and chronic inpatient medical care for pediatric and adolescent pre and post-operative pediatric surgery patients who are on the pediatric surgery service or consult service and not temporarily transferred to an adult surgeon provider. - Oversees consultations made by the surgical resident for the pediatric surgeon provider. - Acts as a consultant to the Emergency department, Neonatal Intensive Care Unit (NICU), Pediatric Intensive Care Unit (PICU), pediatrics clinic and pediatric floor at the MTF. Accepts calls from outlying facilities and helps arrange appropriate transfer to and from the MTF. The HCP shall maintain a pager in the "on" position at all times during duration of coverage. - Patients who require surgery will be taken to the Operating Room (OR) in a timely fashion and cared for by the HCP at the MTF. If a service is unavailable at the MTF (e.g. pediatric anesthesiology, pediatric radiology or pediatric cardiothoracic surgery), then arrangements shall be made to transfer the patient appropriately. - The HCP shall explain treatment procedures to patients and their families, instruct patients about medication and special diets, and coordinate patient care information with other health care providers and facilities. All firms or individuals responding to this notice must be registered on the Central Contractor Registration (CCR). This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government.
