Description
This notice serves as a presolicitation notice / procurement synopsis. The Air Armament Center, Armament Directorate, Advanced Programs Division, Systems Interface and Integration Branch Contracting Office, AAC/EBSN/EBSK, located at 207 West D Avenue, Building 349, Suite 626, Eglin Air Force Base, FL, 32542, intends to award one (1) sole source contract to AAI Corporation, 124 Industry Ln, Hunt Valley MD 21030-0126. It is anticipated that the total contract period of performance will not exceed eight (9) months from time of award and will have an estimated value of $400,000.00. The contractor shall supply two Advanced Boresighting Equipment (ABE) Adapter Kits will be procured for two new AC-130U aircraft being bought by Air Force Special Operations Command (AFSOC). These adapter kits will complement four identical units acquired as part of AFSOC's previous purchase of AAI ABE Model 310A test suites in 2009 for the AC-130U aircraft. Each ABE Model 310A test suite for the AC-130U aircraft contains an adapter kit assembly, comprised of the following AC-130U-specific sub-kits: • AC-130U Inertial Navigation Unit Aircraft Datum Line Kit • AC-130U Adapter Set Unique, and • AC-130 Boresight Accessories Kit THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only One Responsible Source". Any Offerors responding to this notice must provide evidence of capability to perform the above requirements to include the detailed knowledge and capabilities of Advanced Boresight Equipment (ABE), Model 310. The two sets of AC-130U adapter equipment procured under this effort will interface with the existing AAI boresight equipment and the common core elements that are attached to the aircraft via a kit of specially designed mounting adapters, such as those contained in the AC-130U Adapter Kits. All responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. Interested responsible sources may identify their interest and submit a capability statement in response to this notice. The Government will not be responsible for any costs incurred preparing proposals in response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The clause at 5352.201-9101, Ombudsman, is applicable to this procurement. An Ombudsman has been appointed to address concerns of Offerors or potential Offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below.
