Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Fisheries Services located in Seattle, WA on a sole source basis with University of Washington. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for estimation of the transport of watershed-based nutrients and pathogens to shellfish growing areas under alternative climate, marine, and watershed conditions. The project will use a field and quantitative modeling ‘source-transport-fate' assessment approach to classify the vulnerability of shellfish growing areas to closures caused by watershed and marine-derived pathogens. Outputs will include 1) Final maps of the spatial distribution of terrestrial and marine-derived sources of nutrients and pathogens in specific shellfish growing areas in Puget Sound; 2) Final field-validated model estimates of likely marine transport of nutrients and pathogens to shellfish growing areas under alternative future climate and restoration strategies; and 3) Final assessments of the fate of such nutrients and pathogens in terms of changes in ecosystem service values provided by shellfish growing areas. Fate-related outputs include: (a) Final estimates of changes in filtration rates and total biomass produced by shellfish under different scenarios, and (b) Final projections of the change in commercial and recreational harvest opportunities, economic revenues, and social consequences of closures. Ultimately, this work will produce a suite of tools that will help inform management and shellfish growers in assessing current and future threats to shellfish yields available for harvest, and the potential effectiveness of strategies to minimize these threats. The University of Washington Team is uniquely qualified to conduct this work because proposed contractor has already developed and validated an oceanographic model that covers Puget Sound and provides the outputs needed for other NWFSC project tasks, they have unique set of skills to undertake this project. UW can provide the complex hydrodynamic models that 1) already have been calibrated and run throughout the Puget Sound, and 2) provide a detailed view of coastal-ocean influences on Puget Sound circulation, and 3) can straightforwardly incorporate scenarios covering climate change and land-use change. There are no other models that can produce the same modeling information on the transport of watershed-based nutrients and pathogens. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately from date of award through Sept 30, 2012. The North American Industry Classification System code for this acquisition is 541690 with a corresponding size standard of $7.0M. It is the Government's belief that only University of Washington can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
