- THIS SOLICITATION IS UNRESTRICTED AND OPEN TO PARTICIPATION BY ALL INTERESTED FIRMS WITH SPECIALIZED EXPERIENCE AND QUALIFICATIONS REQUIRED BY THIS PROJECT. The solicitation is for a Design-Build Multiple Award Construction Contract (MACC) for Singapore that will result in an award of up to three (3) separate Design-Build Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contracts for Singapore. The Source Selection Authority may determine that a number greater or less than three (3) separate IDIQ contracts will be in the best interest of the Government. Each IDIQ contract will consist of one base year with four (4) option years for a maximum of sixty (60) months. The Base Year and each Option Year will have a maximum U.S. dollar value of not-to-exceed $4,000,000 for each 12-month period, or a total value of $20,000,000 for all contracts, for a maximum of sixty (60) months, whichever comes first. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement utilizing the One-Phase Design-Build selection procedures. The source selection process to be used is Best Value Trade-Off Approach. Projects (task orders) for the resulting IDIQ contracts will be for general building type projects (new construction, renovation, alteration, and repair of facilities and infrastructure, roofing, demolition, and routine renovations) including but not limited to, 1) aviation and aircraft facilities, 2) marine facilities, 3) barracks and personnel housing facilities, 4) administrative facilities, 5) warehouses and supply facilities, 6) training facilities, 7) personnel support and service facilities, 8) security level facilities, 9) abatement and handling of hazardous/regulated materials (including and not limited to asbestos, lead paint, mold remediation, and PCB s). Projects may also require comprehensive interior design and incorporation of sustainable features. Projects (task orders) issued under the resulting IDIQ contracts will require either single discipline or multi-discipline design services, modified design-build, or may include 100% construction performance specifications, ranging in size from U.S. $20,000 to U.S. $1,500,000. However, smaller or larger dollar value projects may be considered at the discretion of the appropriate NAVFAC authority, if it is determined to be in the best interest of the Government. The NAICS for this procurement is 236220 with a size standard of $33.5M. The seed project for this MACC is the Repair and Upgrade to NGIS Building 331 A, B, C, and D, Ottawa Road, Singapore. The scope of this project involves a complete renovation of the existing living room, bathroom, kitchen, master bedroom (1), bedrooms 2 & 3 and others all for the purpose of providing a practical and fully renovated apartment at 331 A, B, C and D, Ottawa Rd, Singapore, comprising of but not limited to structural, civil and building works, electrical and mechanical systems, and other building services as required, all for a completely renovated apartment, in complete compliance with international and local code of practices and standards (which ever is stringent and applicable). This project has an estimated price range of between US$250,000 and US$500,000. The applicable liquidated damages for this project shall be determined later based on the amount of award, subject to the Liquidated Damages Table 1 in NFAS 11.5. Interested Offerors will be required to submit a technical and price proposal for the seed project. Offerors who fail to submit a technical and price proposal will not be considered for an award. The offeror with the best value proposal for the seed project will be awarded the seed project and an IDIQ construction contract for a base year with four (4) one-year option periods. The remaining selected offerors, also offering the best value proposal for the seed project, considering technical and price proposals, will be awarded an IDIQ construction contract for a base year with four (4) one-year options, with a minimum guarantee of US$20,000 over the sixty-month period. This will be an electronic solicitation, which can be downloaded from the NECO website at www.neco.navy.mil, or from Federal Business Opportunities at https://www.fbo.gov. The solicitation will be available at this website no earlier than 15 days after this pre-solicitation notice is posted. The solicitation package will give exact dates for submission of proposals and the Pre-Proposal Conference/Site Visit. Offerors are responsible for checking the FedBizOpps website for the solicitation and any subsequent amendments that may be issued.
