Description
This announcement is a presolicitation notice only and proposals are not being requested at this time. The National Park Service (NPS) anticipates issuing a Request for Proposals (RFP) in April. The RFP and future amendments will be available, without charge, through www.FBO.gov by entering the solicitation number P11PS40377 in the quick search block. A) OFFERORS: This acquisition will be set-aside for small businesses in accordance with Federal Acquisition Regulations Part 19.502-2. All responsible small businesses may submit a proposal which shall be considered by the National Park Service. The North American Industrial Classification System (NAICS) code for this acquisition is 238160 and the associated small business size standard is $14,000,000. B) BRIEF PROJECT DESCRIPTION: The contractor shall remove and replace the existing metal roofing systems on four storage buildings. On two of the buildings the contractor shall replace the existing metal roof system with 2.5" corrugated 18 gage galvanized roof panels. On the other two buildings the contractor shall replace the existing metal roof system with a Delta Rib style 24 gage steel panel roof system. All roof panels shall be finished with a with a high grade industrial coating. C) ESTIMATED PRICE RANGE: Between $25,000 and $100,000. D) SCHEDULE: All dates are tentative and may change. Issue Request for Proposals Mid April; Proposals due Mid May; Award contract Mid June; Issue Notice to Proceed End of June; Begin on-site Work Mid July; Substantial Completion Mid August. E) CONSTRUCTION DOCUMENTS: Construction documents will be issued in conjunction with the solicitation. F) SITE VISIT: The National Park Service anticipates conducting a pre-proposal site visit in late April; however, the exact date has not yet been determined. Additional information regarding the site visit will be noted in the solicitation. The NPS will conduct only the one pre-proposal site visit. G) PROPOSED CONTRACT TYPE: Firm fixed price contract with lump-sum pricing. H) PROPOSAL EVALUATION CRITERIA / FACTORS: Award will be made to the Offeror presenting the best value to the Government. Selection will be based on price and non-price factors. The anticipated non-price factors are 1) Prior Experience and 2) Past Performance. I) QUESTIONS / CONTACT: John Chaney at john_chaney@nps.gov
