- Draft Performance Work Statement The purpose of this notice is: 1) to inform industry of this procurement; 2) to provide a draft copy of the Performance Work Statement; and 3) to gain increased knowledge of the requirement and potential qualified sources, as well as receive feedback on the attached draft PWS. Information submitted in response to this notice is to be used for planning purposes only. This notice is not soliciting proposals. The Government does not intend to award on this basis, or otherwise pay for the information solicited. The Department does not intend to post questions and answers to this notice. Instead, the department intends to take comments that will be utilized to strengthen the Department's solicitation. Vendor comments may only be used for the purpose of revising the draft PWS. In response to this notice, the Department requests interested parties to submit any suggestions they may have regarding the draft PWS. In addition, the Department requests the following information: choice of contract type for each contract component, any alternative solutions that may deviate from any requirements of this PWS, identify risks and identify any barriers in subcontracting. Education's FY 2012 small business prime and subcontracting goals: FY2012 Goals Prime/Subcontracting Small Business 18.5%/43.5% Small Disadvantage Business 5.0%/5.0% Women-Owned Small Business 5.0%/5.0% Service Disables Veteran Owned Small 3.0%/3.0% Business HubZone 3.0%/3.0% The Government anticipates eight contract awards. The Web development and the Alliance Schedule Coordination contract will be set asides for Small Business, or Small Disadvantaged Business, including 8(a), woman-owned small businesses, HUB Zone Small Businesses, and/or Service-Disabled Veteran-Owned Small Businesses. The components are as follows with anticipated contract type: 1. Planning and Coordination - Cost Plus Award Fee(CPAF) and Fixed Price(FP) 2. Design, Analysis and Reporting - CPAF and FP 3. Item Development - CPAF and FP 4. Sampling and Data Collection - CPAF and FP 5. NAEP Support and Services Center - CPAF and FP 6. Materials, Distribution, Processing and Scoring - CPAF and FP 7. Web/Technology Maintenance and Support - CPAF and FP - Small Business Set Aside 8.
