Description
Request for Information (RFI) Subject: Digital Tutor Prototype and Pilot THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is for planning purposes only, and does not constitute a Request for Proposal, a Solicitation, a Request for Quote or, an indication that the Government will award a contract for the services contained in this RFI. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. Companies are encouraged to respond if they have the capability and/or capacity to provide the products attached. The Department of Veterans Affairs (VA), through the VA Innovation Initiative, anticipates utilizing a computer-based artificial intelligence IT tutoring system that has the ability to deliver IT network administration-related instruction in a manner that tailors the instruction to the individual student's motivation, comprehension and memory, and is also capable of delivering an empirically-demonstrated near-five sigma change in learning outcomes for information technology troubleshooting. VA believes that the computer-based artificial intelligence IT tutoring system methodology will provide a rapid and effective path for returning service members to prepare to enter the IT workforce. This pilot program will provide a computer-based tutor for Veteran-specific usage and operate a one-year pilot program, training 100 Veterans. The one (1) year program will comprise six (6) months of development to design the curriculum to the needs of returning service members and to the needs of the private sector that they will be entering followed by six (6) months of training for 100 Veterans. In addition to the computer-based artificial intelligence IT tutoring system, hardware labs will be provisioned to provide Veterans with hands-on experience as required. If interested, please submit a Capabilities Statement, limited to ten (10) pages. Respondents should identify their company name, address, email, telephone number and a name and telephone number of a point of contact having the authority and knowledge to clarify responses with government representatives. The Capabilities Statement shall address the following: 1.Name of company and any potential subcontractors. Specify business status for any small businesses expected to participate 2.Explain your capability to meet the requirement as described above. Does your program have certification/accreditation credentials? If so, by whom? Submissions are due NO LATER THAN 3:00 PM Eastern Daylight Time (EDT), April 3, 2012 and must be submitted thru email to Contract Specialist, Heather Paragano at Heather.Paragano@va.gov.
