Description
The Marine Corps Systems Command (MCSC) has a requirement to procure Corrosion Service Team (CST) support services. The Continental United States (CONUS) CST support services is being synopsized as a competitive, 100% Small Business set-aside acquisition, and the Small Business set aside does not apply to CST support services performed Outside Continental United States (OCONUS). CST support services shall be performed on Marine Corps ground combat and support equipment in an attempt to extend the useful service life of these assets to include reducing maintenance requirements due to corrosion damage; and will entail the following: (1) performing surface preparation and touch-up coating procedures; (2) applying corrosion inhibiting products while ensuring compliance with Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), State and Local laws and regulations and Marine Corps policies and procedures; (3) documenting and reporting of products and materials used on equipment applications; (4) assuring the quality of product and coating applications; (5) using Marine Corps provided programs, conduct corrosion assessments to identify equipment Corrosion Category Codes; and (6) CST Program Management activities. The CST support services shall be performed primarily at the following Marine Corps installations: I Marine Expeditionary Force (MEF), II MEF, III MEF Okinawa Japan (OCONUS) and Hawaii, and Marine Force Reserve locations within Continental United States (CONUS). MCSC anticipates awarding at least one (1), three (3) year Firm-Fixed Priced contract, however, may consider issuing multiple awards due to the various Marine Corps installations where CST support services are provided. MCSC anticipates release of the Request for Proposal (RFP) within 60 days from release of this synopsis with proposals due 30 days thereafter. Attached to this synopsis is a DRAFT Performance Work Statement (PWS). The Government reserves the right to modify the DRAFT PWS prior to release of the RFP. This DRAFT PWS is being provided to industry to allow for open communication between the Government and industry to encourage receipt of the best proposed solution to the requirement. MCSC will host an Industry Day in VA. The purpose of the Industry Day is to provide a CST program briefing, discussions with attendees, and receipt of questions. All questions shall be submitted at time of entry for the Industry Day in writing (MS Word 2007) to the Government (attention Andrias.Woody@usmc.mil) to include the vendor ™s point of contact information and email address. The Industry Day is tentatively scheduled on 20 April 2012 -9:30AM to 4:30PM Local Time. The Government shall reserve a block period of time from 12:00PM “ 4:30PM on this day for one-on-one session with the Government. The one-on-one sessions shall commence after the CST Program debrief, and the Government ™s response to submitted questions. All interested parties must contact Mr. Andrias Woody, Contracts Coordinator, via email at Andrias.Woody@usmc.mil to confirm attendance and desire to schedule a one-on-one session with the Government by no later than 10 April 2012 -3:00PM Local Time. Directions to the Industry Day location shall be provided to the interested vendors at time of confirming attendance. Vendor attendance at this Industry Day is not mandatory in order to submit a proposal, but attendance is recommended. Vendors shall have five (5) working days following the scheduled Industry Day to submit additional questions to the Government concerning the DRAFT PWS and CST briefing. Any questions regarding this synopsis should be directed to Mr. Woody. It is in the best interest of the vendors to monitor Navy Electronic Commerce On-Line (NECO) for all updates regarding this requirement. The Government is not responsible for any costs incurred by industry in responding to this notice.
