- Description
- The Capitol Power Plant (CPP) commissioned in 1909, provides district heating and cooling to the various buildings throughout the US Capitol Hill Campus. The CPP uses coal, natural gas, and distillate oil to produce steam and electricity to generate chilled water. Electricity serving the AOC buildings, as well as the CPP, is distributed by the local utility provider, Potomac Electric Power Company (PEPCO). The chilled water generation system consists of three (3) independent chilled water plants connected to a common distribution system as detailed below: 1. East Refrigeration Plant (ERP [Not Operational]) [6,000 tons]; 2.West Refrigeration Plant (WRP) 24,000 tons; 3. West Refrigeration Plant Expansion (WRPE) 16,200 tons; ( Total 40,200 tons). The WRP and WRPE buildings are interconnected, while the ERP is connected to the boiler plant building. A Refrigeration Plant consolidation and revitalization of aging infrastructure is necessary to achieve these goals. The existing total chilled water capacity (40,200 tons) has a firm (N+1) capacity of 34,200 tons of refrigeration (minus a 6,000 ton WRP chiller). The WPRE has three (3) 5,400 ton chillers that were installed in 2005. Two (2) additional units, 3,000 ton chillers, were installed in the ERP in 2003; however, are currently not viable for use due to infrastructure issues. The two (2) 3,000 ton chillers need to be relocated to the WRPE to increase their efficiency and prepare for demolition of the systems within the ERP for other energy related uses of the building. The existing four (4) 6,000 ton WRP chillers, which utilize refrigerant R-22, were installed in 1978 and are beyond their useful life. The AOC will design and replace the existing WRP chillers with state-of-the-art efficient units and refrigerants. The project approach will be phased (3 Phases) over a six year period and work will commence based on available Government funds. Architectural/Engineering (A/E) design services have been obtained to consolidate and upgrade the elements for chilled water, electrical power, and plant infrastructure, into one whole Refrigeration Plant revitalization Program. Phases 1, 2A and 2B design are complete and construction award is anticipated in September 2012 based on available funding. The work of each phase is identified as: a) Base Bid - Phase 1: Relocation of two existing 3,000 ton chillers from the East Refrigeration Plant (ERP) to the West Refrigeration Plan Expansion (WRPE); piping preparation work to facilitate the installation of equipment in later phases; piping preparation work for the conversion to variable primary chilled water pumping and the reception of two (2) new chillers in Phase 2A; b)Option 1 - Phase 2A Addition of two (2) new 5,000 ton variable speed field erected chillers. One (1) Chiller in the West Refrigeration Plant (WRP) and one (1) chiller in the WRPE. Conversion to variable primary chilled water pumping. Electrical upgrades to support additional capacity; c) Option 2 - Phase 2B Addition of three (3) cooling towers, piping, and associated electrical work; d) O ption3-"Electric Driven Centrifugal Chiller", - Provide cost to add an additional four years to the motor / transmission / compressor parts and labor warranty, including refrigerant; e) Option 4 -Provide cost to increase machine maintenance from 2 to 5 years; f) Option5- Provide cost to extend warranty on the Chiller Variable Frequency Drive from two (2) to five (5) years. The purpose of this procurement is to select a highly qualified Prime Contractor with relevant qualifications, experience and technical ability completing construction of field erected chillers, all as required in the contract documents. Joint Ventures are welcome to propose and shall meet the requirements defined in the contract documents to be released. This project is unrestricted and is considered to be a high profile project for Architect of the Capitol (AOC). Critical completion dates and project coordination shall be adhered to, and it is very critical to maintain the CPP fully operational during construction. The successful offeror must provide all necessary management, quality control, labor, materials and equipment and shall have the ability to provide the management and quality control for all subcontractor and supplier requirements as required facilitating the renovation and repairs in accordance to the contract documents. This procurement will be conducted through the Step One (1) and Step Two (2) Process in accordance to Federal Acquisition Requisition (FAR) 14.503-2 and in accordance to FAR 15.1 and 15.3 with Source Selection procedures under the Best Value Continuum. The contract will be for a broad range of Special Trade Contractors, NAICS Code 238, included in Contractors 238220 for Plumbing, Heating, and Air Conditioning Contractors, to include NAICS Code 236/236220 for Prime General Contractors who will be the Prime Contractor required for all administration requirements, as well as the supervision and quality control of this project on Capitol Hill. Solicitations for the Step 1 process will be released on or before April 5, 2012 and will be due on May 8, 2012, at 5:00 PM (EST). The Request for Proposal (RFP) Solicitation No.PP120076 is incorrect and is changed to read Solicitation No. 120008, but interested parties who have already registered in FBO do not have to register for this new release. All interested parties must hand deliver their Step 1 proposal to the Capitol Power Plant (CPP), 25 New Jersey/E Street, SE, Washington, DC, as outlined in the solicitation to be released. Interested firms will be invited to a Pre-Proposal Conference/Industry Day to be announced by the Contracting Officer through FedBizOps. The estimated construction remains as previously advertised $ 25,000,000 to $ 50,000,000.
