- This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NIAID-NOI-12054, Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-57 dated March 15, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The associated North American Industry Classification System (NAICS) Code is 541712, which has a business size standard of 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure Custom Protein Production as a sole source requirement with Duke Human Vaccine Institute, Duke University Medical Center. Each protein is to be 5-10mg yield, should be packaged and shipped with 10mg vials, and must have C-terminal avi-tag. The purpose of this acquisition is to take delivery of high-quality, research-grade HIV-1 proteins with an avi-tag for use in research within NIAID. The proteins are to be produced to the same standards used in the analysis of the RV144 HIV vaccine protocol funded jointly by Walter Reed, NIAID, and the HIV Vaccine Trials Network (HVTN), which has demonstrated moderate efficacy and is the subject of intense research to reveal the correlates of HIV protection. This program has set the standards for analyses and quality reagents that other study proposals and analyses will be required to follow. The proposed vendor must have experience in providing proteins for the RV144 vaccine trial analysis. Delivery shall be for 30 days from date of award to Bethesda, Maryland 20892. The following factors shall be used to evaluate offers: 1) capability to meet required specifications, 2) price and 3) delivery. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are 'Destination' and Net 30.
