- This is not an RFP. The National Institute of Environmental Health Sciences (NIEHS) intends to issue a Request for Proposal (RFP) for the purpose of providing a hosted data management system in support of the National Toxicology Program (NTP). The objective of this acquisition is to obtain a hosted data management system to collect data from multiple laboratories and host the data in a secure central database which the NTP scientists can access in order to review and analyze the data. The system shall use the internet to transmit the collected data securely back to the hosted database. Every year the NTP directs numerous studies of the toxicological effects of various test articles. The data from these studies of reproductive and developmental toxicological effects are not housed by the NTP in an electronic database and thus the data are difficult to access, analyze and archive. The NTP needs to ensure access to the data, plus the ability to analyze and archive the results. This acquisition provides a solution to this need. The purpose of this acquisition is to obtain a system that allows: 1. Access to a hosted commercial in-life data collection and management system for use by personnel of the NTP and contract laboratories carrying out NTP-directed research for one base year and nine option years. 2. User access across multiple locations. 3. Performance of statistical tests, upload capability, and ability to meet usability requirements. 4. Housing of multiple NTP study types. This requirement will be 100% set-aside for small businesses. The NAICS code is 518210, size standard is $25.0 million. The release date of the RFP is anticipated to be on or around April 30, 2012 with proposals due within thirty (30) days of the aforementioned expected release date. The anticipated effective date for the award is July 1, 2012. These dates are not firm and subject to change. One (1) contract award will be made and the contract will have a period of performance of one (1) year with nine (9) option years. The contract will be a firm fixed price contract. Interested parties are responsible for monitoring the web site for all procurement related information and must respond to the RFP in order to be considered for award of any resultant contract. The forthcoming RFP will contain all requirements and instructions for proposal submission.
