- ADVISOR FOR INTERNAL MANAGEMENT The U.S. Department o f the Treasury's Office of Technical Assistance (OTA) is competitively recruiting an individual to serve as an intermittent (short-term) advisor for internal management for its Washington, DC-based technical assistance program. The person selected will be hired under a personal services contract. The Office of Technical Assistance provides overseas advisors to over 40 countries in five functional areas: Economic crimes, government debt issuance and management, budget and financial accountability, banking and financial services, and revenue policy and administration. Responsibilities and Duties: · Provide management expertise to five OTA teams as a component of technical assistance projects in countries worldwide. Deliver training courses to OTA counterparts and technical consultation on project management, executive management and development, strategic planning, change management, and other general management subjects. · Provide expert consulting on management of OTA team mission including: o Performing program evaluations: § Establishing systems for monitoring and evaluation; § Fact finding, analysis, distribution and collection of evaluation results; § Coordinate OTA team efforts to solicit customer feedback, analyze and report results at the program level; and § Provide recommendations on improvements in response to evaluation results. o Establishing continuous process improvement initiatives. · Prepare technical responses to queries from Treasury, State, GAO and other agencies of Government on program evaluation process and practices and other matters. · Advise OTA management on interagency and other initiatives and, in those connections, represent OTA interests. · Facilitate sessions in support of OTA meetings on team-specific concerns and efforts. Attend meetings held in Washington, D.C. and elsewhere sponsored by government and non-government international organizations on a variety of initiatives and programs in support of developing nations; brief OTA management on content and results of these meetings. Qualifications: · BA required with Masters preferred. Knowledge or experience in public administration will be viewed positively · Strong knowledge and understanding of performance management systems, project management and program evaluation · Proficient in use of personal computers and MS Office products and general office equipment · Self-starter with ability to work independently · Exceptional analytical and problem solving abilities · Strong communication and leadership skills Candidates must be U.S. citizens SALARY AND BENEFITS : Salaries will be negotiated in accordance with program regulations based on demonstrated salary history. The salary ranges are from $59.30 to $79.20 per hour (equivalent to $123,758 to $165,300 per year for employees with full-time status).
