Description
Proposed Title: Advanced Search Technology Solutions Capability Statements Proposed Description: The National Archives and Records Administration (NARA) is seeking information about the existing and emerging technological solutions to support potential advanced search requirements (e.g., conducting e-discovery, enterprise search), of archival records in NARA's legal custody as well as the operational records of the agency. This is a market research initiative to allow us to stay current with this fast-moving technology, and is not supporting a planned procurement at this time. NARA is inviting interested vendors to provide capability statements of exactly how their advanced search products could be applied to address two scenarios. - Responding to a request (for example, in the context of a FOIA, eDiscovery, or other special request) for all electronic records in all repositories, in a wide variety of formats, related to a person or topic, with results deduplicated and ranked by relevance. - Identifying electronic records in a wide variety of formats, that cannot be released in full because they contain restricted information (such as information covered by FOIA exemptions) and marking the restricted content within the results returned. Responses should specifically showcase how a vendor's products can improve the accuracy, completeness, and speed of searching for electronic records across a wide breadth of file types and databases, including structured and unstructured data (e.g., hundreds of millions of government e-mail records). Responses must display an application's auditing, security, indexing and searching functionality, to include full-text searching, stemming, and other techniques for electronic records retrieval. NARA is particularly interested in the latest advanced search and retrieval technologies, including the use of predictive analytics, content clustering, autocategorization, deduplication, metadata generation, and the ability to search across federated content stores. Responses should be in the form of a white paper no longer than ten pages long in twelve point font. All organizations eligible to conduct business with the Federal Government are invited to respond with the capabilities of their products relevant to NARA's scenarios. Interested organizations must submit responses to Jim McKan, Executive Officer of the Applied Research Division, at jmckan@nara.gov (301 837-0410) by April 2, 2012. Papers received by the deadline will be reviewed. The government reserves the right to contact any or all of the vendors for additional market research.
