INL Policing Academy Advisor Kampala, Uganda Issuance Date: 03/22/2012 Closing Date: 4/5/2012 SOLICITATION NUMBER: PSC-12-025-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PLACE OF PERFORMANCE: Kampala, Uganda 8. JOB DESCRIPTION: See below STATEMENT OF DUTIES A. BACKGROUND The US Department of State's (DOS), Bureau of International Narcotics and Law Enforcement Affairs, Office of Africa and Middle East Programs (INL/AME) develops, directs, and oversees critical foreign assistance programs, which support comprehensive criminal justice sector capacity development in countries throughout Africa and the Middle East. INL/AME is comprised of Civil and Foreign Service officers, contractors, and participants in various DOS Student Programs. INL/AME develops law enforcement and narcotics related policy initiatives for countries in Africa and the Middle East, and provides guidance to Foreign Service posts in implementing DOS policies on international narcotics and crime. INL/AME provides direction for bilateral narcotics and anticrime initiatives, and is responsible for developing and revising transnational crime and drug strategies and coordinating these strategies with other US agencies. As part of the interagency community that focuses on combating transnational crime and narcotics, INL/AME coordinates and works closely with various agencies including the Drug Enforcement Administration (DEA), Department of Defense (DOD), Department of Homeland Security (DHS), and Agency for International Development (USAID), and Department of Justice (DOJ). INL/AME also coordinates with international partners and international organizations to maximize the impact of our efforts. Purpose The INL Policing Academy Advisor will work at the US Embassy in Kampala and spend significant time at the Ugandan Police Force's (UPF) headquarters to allow for day-to-day interaction with host government counterparts who oversee the training of Uganda's police force. The Advisor will coordinate with the US Embassies law enforcement efforts and work closely with the local police in several northern Uganda districts. The Advisor is responsible directly advancing INL's training programs at the Kabalye Training Academy. The Kabalye Training Academy will serve as the launching pad from which INL's community policing initiative will be expanded into other regions of Uganda and is part of INL's larger strategy for collaborating with the UPF. The program may involve training officials from other Africa nations. The Advisor will coordinate and provide a broad range of training, services, and equipment aimed at improving the organizational efficiency and capabilities of the Kabalye Training Academy. In addition, the Advisor will serve as the Kabalye training advisor. The Advisor is expected to launch a series of training activities in several northern Uganda districts. The Advisor's role is to create a solid foundation for positive institutional change to occur within the UPF by forging close relationships with the leadership and local police in several Ugandan districts identified in Embassy Kampala's 1207 project. Relationship The Regional Security Officer (RSO) supervises the INL Policing Academy Advisor. The Advisor will provide expert advice to the RSO and INL/AME Program Officer on community policing developments in Masindi and Kampala. The Advisor will receive program policy direction concerning overall program priorities and coordinate all training activities under the direction of the RSO and INL/AME Program Officer. Scope and Effectiveness The Advisor will perform a broad range of tasks related to a complex foreign assistance program in Uganda. Complexity The work involves day-to-day planning, organizing, and managing many programs and training courses. The Advisor must manage large quantities of ever evolving data effectively. Travel: The position will be based in Kampala, Uganda and the Advisor will travel regularly to the training center in Masindi, as well as other districts outside of the capitol area. B. STATEMENT OF WORK a. Work directly with Ugandan staff to evaluate the effectiveness of the basic police school training programs; monitor and review training, lesson plans, and evaluations from police station chiefs and cadets. b. Modernize the Kabalye Training Academy; partner with IT staff members to develop a web based training program which will eventually provide online tutorials for officers located in the region, specifically at the Community Justice Centers constructed by the Office of Transition Initiatives (USAID/OTI). c. Develop training curriculum and a field-training officer (FTO) program to assist the UPF in identifying strengths and weaknesses new officer candidates. d. Identify, implement, and oversee law-enforcement needs. Provide the UPF with guidance on organizational and general administrative management functions to develop concepts of operations, programmatic elements, budgetary estimates, staffing standards, community policing practices, and development of intelligence-based communications. e. Track, monitor, and report community policing activity expenditures funded by INL in Masindi to the INL/AME Program Officer. f. Provide program development guidance to the RSO and INL/AME Program Officer and make recommendations to improve the program. g. Liaise and coordinate with the police forces throughout Uganda to better understand local rule of law needs, capabilities, and capacities; and provide mentoring and skills training as appropriate. h. Oversee training activities implemented by TDY trainers to the Academy. i. Travel frequently to Masindi, several regional districts in northern Uganda, and to other underdeveloped areas. j. Duties require numerous and frequent contacts with US government agencies and officials, Ugandan government officials, civil society leaders, and police forces. C. MINIMUM QUALIFICATIONS 1. US citizen; able to obtain/maintain a DOS Secret security and medical clearance. 2. A Master's degree from an accredited institution in related field. 3. A minimum of eight (8) years demonstrated professional-level experience in the area of law enforcement operations, management, and training. 4. A minimum of three (3) years demonstrated experience developing policing academy curriculum or a law enforcement-training program. 5. Demonstrated ability to provide superior negotiation and interpersonal skills, especially in culturally sensitive situations. Excellent oral and written English communication skills. 6. Proficient in Microsoft Office Suite. Preferred Knowledge and Abilities 1. A minimum of two (2) years demonstrated knowledge of program management with experience designing and implementing capacity building and training programs. 2. Successful supervisory and leadership experience in a multicultural high stress environment. A demonstrated ability to provide sound decisions in a timely manner - must have well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts. Ability to multi-task and maintain responsibility for several simultaneous projects while keeping the overall program goals in perspective. 3. Proven ability to interact effectively with a wide range of US and/or foreign national personnel at all levels of an organization; must be able to represent the USG effectively. 4. Extensive experience in designing computer-based law enforcement curriculum. Ability to assemble a well-thought out curriculum with very basic technology and limited outside professional contributions. 5. Specialized subject matter expertise (SME) in the following areas is preferred: community policing, investigations, security training and development, and emergency operations relating to law enforcement. D. EVALUATION CRITERIA Factor 1 (Management Experience: 25 points) Demonstrated successful supervisory and leadership experience in a multicultural high-stress environment including training, staffing, and monitoring officers. Demonstrated ability to provide sound and timely decisions regarding policies and procedures. Factor 2 (Leadership Experience: 25 points) Demonstrated ability to interact effectively with a wide range of USG agencies or corporations. Exceptional management skills in critical situations. Experience developing cooperative relationships with local community leaders. Factor 3 (Diplomatic Experience: 25 points) Demonstrated diplomatic experience in coordinating with USG agencies, military units, international organizations, and/or private sector entities working toward a common goal. Demonstrated superior coordination and interpersonal skills in volatile and sensitive situations. Factor 4 (Past Performance: 25 points) An evaluation of applicant's ability to perform under the contract based on past performance. In conducting the evaluation, the USG reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
