Description
This acquisition is for the manufacture and delivery of the Three Point Sling, Combat Assault (Black), NSN 8465-01-524-8847 which is being procured on a "Brand Name or Equal" basis in accordance with Part Number AF-4111BLK; Manufacturer Advance Fabrication, Inc. CAGE 4J8W9. The production lead time for initial order is 120 days after award and 90 days for subsequent orders. Deliveries will be made to DLA Depot Tracy, CA and DLA Depot New Cumberland, PA. This will be an Indefinite Delivery Type Contract (IDTC)with guaranteed minimum (GM), Annual Estimated (AEQ), and annual order limitation quantities (AOLQ) as identified below. GM AEQ AOLQ Base Year 13,500 54,000 67,000 Option 1 13,500 54,000 67,000 Option 2 13,500 54,000 67,000 Option 3 13,500 54,000 67,000 This acquisition will be issued as a Total Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside, and the source selection process shall be Lowest Price Technically Acceptable (LPTA) in accordance with FAR 15.101-2. The government will make an award to the offeror who represents the Lowest Price Technically Acceptable Offer meeting the minimum requirements identified in the solicitation. Evaluation factors for this acquisition are as follows: 1. Technical - Product Demonstration Models (PDMs) (Only required for offerors proposing an "Equal Item") To be technically acceptable, vendors proposing an "equal" product must meet ALL the salient physical, functional, and performance characteristics specified in the solicitation 2. Past Performance To be technically acceptable, prospective offerors must demonstrate their ability to supply the three point sling by identifying relevant experience with same or similar items. Vendors must have met all technical and quality provisions while achieving on-time deliveries. In addition, Past Performance information must be Recent as well as Relevant to the three point sling. "Recent" is defined as all pertinent information within two (2) years of this solicitation's closing date. Offerors will also be evaluated in terms of how well the contractor performed on past contracts. Please note that clause 52.215-9023 Reverse Auction (Oct 2009) DLAD, will be incorporated into the solicitation as a price negotiation tool. Anticipate Solicitation to be Issued by mid-April 2012
