Description
NASA/DFRC has a requirement to puchase Archivers, that will provide networkstorageto archive housekeeping, non housekeeping, and science instrument team data. TheMCCS Archiver is designed such that it is composed into two hardware units, a Directattached Storage (DAS) disk array which provides storage over fiber Channel, and a serverwhich mounts the DAS and Servers NFS and SNMP over multiple networks. The specificationsare attached titled: Technical Requirements January 31, 2012. Note: See attached QualityAssurance Document 1. NASA/DFRC intends to purchase the items from One Stop Systems because much developmenthas already deeply involved both the server and disk array selected. Choosing hardwareprovided from a new vendor would cause undue burden both in respect to time of workneeded in integrate a different system, undergo testing and in terms of money.Additionaly, the segmentation of different brands of hardware will cause undue hardshipsin maintaining different builds of system software for even slightly different hardwaresystems. No equivalent computer can be obtained from any other source which meets thespecific combination of requirements. Any other contractor selected would need toimplement a design that is compatible with current One Stop Systems disk arrays. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Jenny Staggs at jenny.y.staggs@nasa.gov not later than 4:00 p.m. PDTon Friday, April 6, 2012. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice. All questions regarding this synopsis will need to be submitted in writing to JennyStaggs not later than 4:00 p.m. PDT on Monday, April 2, 2012. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed - See NASA Specific Note 'B'.
