Description
This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This is an Unrestricted Competition. The North American Industry Classification System (NAICS) code is 334516. The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement for the United States Army Medical Research Institute of Infectious Diseases (USAMRIID), Diagnostics Systems Division for the following macroarray image reader and software: 1. The following are the Minimum Essential Characteristics for the macroarray image reader and software needed by Diagnostics Systems Division. a. Must be a compact CCD-based system with integrated software for reading and interpreting custom macroarray DNA chips for capture and display of genomic targets in various sample matrices. b. Vendor must be able to provide custom macroarray chips with unlabeled probe molecules (oligonucleotide, polynucleotide, or protein) affixed to at least a 7 x 7 matrix in order to capture target molecules in samples. Probes will be synthesized by the user and provided to the vendor. The production of custom arrays with user-provided probes is a crucial element. c. Detection must be by a non-fluorescent colorimetric method in which relative quantitation by direct optical reading is possible. d. Method must not directly involve nucleic acid amplification, although up-front nucleic acid amplification may be needed. Deliverables or other project outputs: A. Hardware: Image reader Device: designed to analyze diagnostic tests based on a DNA chip technology platform. Macroarray chips mounted on a slide or in 1.5 ml tubes are inserted into the image reader and a transmission measurement is performed. The recorded image is stored on an external computer and can be analyzed via imaging software. USB wire and camera driver software will be included. This equipment will become the property of USAMRIID. B. Software: (Must be in English): 1. Software for development of the assay: interprets the reactions of the spots on the chip. Data are exported in an Excel file to analyze experiments and to adjust experimental settings. 2. Software to give direct genotype outputs according to user algorithms and generates a report which summarizes the results of the assay. C. Consumables: 100 microarray chips with sufficient reagents to run them. User will provide probes to the vendor. Vendor will custom affix the probes to the macroarray chips per user specifications and deliver the custom chips to the user. D. Installation, Training and Maintenance: Vender will provide service manual for the equipment either in hard copy or by web access. All responsible sources may submit a quote, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about, March 22, 2012 and will only be available until April 6, 2012. Specifications of the requirement are provided in solicitation: W81XWH-12-T-0181. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered with the Central Contractor Registry at https://ccr.gov/ and may have completed its representations and certification found at https://orca.bpn.gov/. All questions should be addressed in writing to Colleen Barnes, Contract Specialist at colleen.barnes@us.army.mil. Only one set of questions shall be received from each offeror. Numerous emails from one offeror shall not be accepted. Telephone requests will not be honored and bidder lists will not be maintained. All interested parties shall provide their quote to Colleen Barnes at colleen.barnes@us.army.mil by 11:00 a.m. ET on April 6, 2012.
