Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a noncompetitive basis to Leica Microsystems, located at 1700 Leider Lane, Buffalo Grove, IL 60089, for the acquisition of: Head Mounted Microscope, Fluorescent Microscope, HD Microscope Camera, and Computer Guided Stereotaxic. The NINDS has a requirement for obtaining a moveable objective microscope, to couple with an existing femtosecond pulsed infrared laser to be used as a two photon laser scanning microscope, and a micropipette puller and multi-manipulator system, which will be used for electrophysiological recordings from neurons during imaging procedures with the laser scanning microscope. The microscope will be used to record the position and changes in fluorescence from fluorophores in living and fixed brain tissue from animal research samples. The project will help explain the functional and structural wiring diagrams of neural circuits related to visual information processing in visual systems. Items being procured are necessary to label neurons with fluorescent molecules, visualize the injection sites, and monitor placement and activity of neuronal labels. Following, tissues must be dissected under high magnification, be performed under computer precision to minimize errors, and implemented under constant pressure to obtain reproducible results. Leica Microsystems is the only known source that can satisfy agency requirements. Leica Microsystems owns a patented Triple Beam design of their fluorescent microscope, which when used in combination with the unique features of its other products, fulfills the experimental requirements of NINDS. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
