Description
Tables 1, 2, and 3. (2 pages) This Sources Sought is issued by the United States Environmental Protection Agency, Region 3, Philadelphia, PA. The USEPA is seeking creative and resourceful sources capable of performing the unique requirement of the complete removal of the slag pile from the Franklin Slag Pile Superfund Site, while maximizing the recovery of the metals contained within the slag. The Government anticipates that the salvage value of the metals that are contained within the slag will be used to offset some of the Government's costs for the slag pile removal and disposal. Information about the Site: The Franklin Slag Pile (FSP) Superfund Site is a remnant from an adjacent former copper smelter site. The approximate volume and weight of the pile is estimated to be 68,000 cubic yards and 108,000 tons and the dimensions of the pile are 200' x 400' x 40' high. The primary contaminant of concern (COC) in the slag is lead. Due to the lead content of the slag pile, all samples collected from the pile have failed both the Toxicity Characteristic Leachate Procedure (TCLP) and Synthetic Precipitation Leaching Procedure (SPLP) tests. During a 1999-2000 EPA Removal Action, the slag pile was consolidated and covered by a 60-mil thick high density polyethylene (HDPE) cover and the site was fenced. Additional information about the site can be found on the internet at: http://www.epa.gov/reg3hwmd/npl/PASFN0305549.htm Statement of Work: The contractor shall provide all tools, supplies, equipment, transportation and labor necessary to perform the complete removal of the slag pile from the Franklin Slag Pile Superfund Site located at 3110 Castor Avenue, Philadelphia, PA. The work will include but is not limited to the following: 1. Removal and ultimate proper disposal of the existing 60-mil high-density polyethylene (HDPE) geomembrane from the slag pile. Removal of the geomembrane shall be performed in such a way as to 1) minimize the creation and migration of dust particles from the pile and 2) minimize the potential for erosion of the pile materials from wind and/or rain. 2. Transport of the slag material from the existing pile to either an off-site location for treatment/reuse/disposal or to an on-site location for treatment prior to eventual off-site transport. "Treatment", as it is used here, should be construed to mean use of a process that would either (physically or chemically) render the metal in the pile as non-hazardous or that would physically remove those desirable constituents within the pile, such as copper, lead, etc., that would also result in rendering the remaining materials non-hazardous. All materials require ultimate transport from the site location. 3. Removal and proper disposal, of any undesirable (non-slag) materials from within the pile. 4. Use of appropriate air monitoring devices to ensure compliance with existing air protection regulations during the work. 5. Final restoration of the property to match surrounding grade. 6. Preparation of a site health and safety plan (HASP) satisfying the requirements set forth in OSHA standard 29 CFR parts 1910 and 1926, 49 CFR parts 100-199 and 261. The plan will include, among other things, provisions for proper personnel protective equipment, site security, clean-up, decontamination procedures, disposition of waste, hazardous waste spill and decontamination contingency plan and emergency procedures. The HASP shall also include a traffic plan. The following tables are attached separately and contain specific information about the contents of the slag (2 pages): Table 1: Total Metals Analytical Results from two prior sampling events; January 2000 (one sample) and December 2003 (two samples). Table 2: TCLP Analytical Results from three prior sampling events; June 1998, August 1999, and December 2003. Table 3: Elemental Content of Slag Material which includes the analytical results of a July 2009 sample collected for the purpose of determining the elemental content of the slag material. The July 2009 sample was also screened to determine the percentage of +/- ¼" particle size. Site Visit: The Government believes that it is necessary to visit the site to fully understand the unique characteristics of the slag pile and surrounding area. A site visit is scheduled for Thursday April 19, 2012 at 10:00 am.
