- The Department of Commerce, National Institute of Standards and Technology (NIST), Center for Neutron Research (NCNR) has a requirement for brand name or equal Edwards dry vacuum pumps. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, IS UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-57. The associated North American Industrial Classification System (NAICS) code for this procurement is 333911- Pump and Pumping Equipment Manufacturing. This is a full and open competition. BACKGROUND The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) has a requirement for Edwards dry vacuum pumps. This is a brand name or equal requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency's requirement. Please indicate the manufacturing country of origin of the product. SPECIFIC REQUIREMENTS CLIN 0001 Quantity: 3 The contractor shall provide three Edwards Vacuum Inc. dry vacuum pumps (A73001983) OR EQUIVALENT ITEM that meets the following minimum salient characteristics: • Must be a DRY vacuum pump • Foot print cannot exceed 20" X 18" • Peak pumping speed must be at least 35 cubic meters per hour • Must be able to pump down to 20 mTorr or lower • Weight must not exceed 120 lbs • Inlet flange must be no smaller than NW40. Must not be bigger than NW50. • Noise level must not exceed 60dB • Must be ready for either 110v or 220v single phase (No 3 phase) • Must be air cooled (water is not available in that location) CLIN 0002 Quantity: 2 Shipping and handling. DELIVERY TERMS Delivery of all CLINs shall be no later than 6 weeks ARO. Delivery location is: NIST Building 301 Shipping and Receiving 100 Bureau Dr Gaithersburg, MD 20899 QUOTATION EVALUATION: Award shall be made to the offeror whose quotation offers the best value to the Government, price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: Technical Capability and Price.
