Aviation Logistics Advisor (PSC), Baghdad, Iraq Issuance Date: 03/22/2012 Closing Date: 04/22/2012 SOLICITATION NUMBER: PSC-12-034-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. MARKET VALUE: $80,728 - $118,552 (FS 2 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Baghdad, Iraq 8. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND The US Department of State (DOS) provides secure, safe Quick Reaction Force (QRF) transport, Search and Rescue (SAR), and Medical Evacuation (ME), route reconnaissance and convoy escort, and air transportation of personnel and equipment in support of Embassy programs.. Known as Embassy Air, aviation support includes a fleet of fixed and rotary wing aircraft. Missions are conducted during the hours of daylight and darkness (to include Night Vision Goggles) under both visual meteorological conditions and instrument meteorological conditions. Aircraft and crews must be available on a 24 hour basis to meet the needs of the U.S. Mission in Iraq This personal services contract (PSC) provides an Aviation Logistics Advisor for the U.S. Embassy Air missions. The Aviation Logistics Advisor serves as the in-country advisor responsible to the Aviation Operations Director (AOD) and provides program implementation, direction, and execution oversight in support of aviation transportation for Chief of Mission personnel or other personnel required by Government to conduct official business. The Aviation Logistics Advisor monitors and evaluates aviation support services contractor performance in, transportation, supply chain management, vehicle maintenance, inventory, aerial port, logistics planning and facilities duties by performing oversight duties at various contractor locations. B. STATEMENT OF WORK 1. Develop, coordinate, and monitor logistics direction and guidance to and oversight and evaluation of contract activities; support planning programs and procedures and methodologies that maximize safeguarding aviation assets. 2. Oversee purchasing activities of contractor and ensures contract material control systems are in place. Oversees shipping and receiving procedures. 3. Review and recommend changes to existing supply management and or quality assurance programs. 4. Perform oversight and evaluation of contractor aircraft logistics. Includes, but is not limited to, reviewing contractor logistical procedures, and monitoring contractor logistical operations. Submit periodic written evaluations of the contractor's activities. 5. Assist AOD in directing and coordinating both fixed and rotary wing logistical support for SAR and ME, transporting QRF,. 6. Review and identify Integrated Logistics Systems (ILS) specifications on new logistical programs. Interprets current directives, maintenance policies and procedures, and Federal Aviation Administration (FAA) guidance. 7. Provide day-to-day administration and oversight of the ILS program. 8. Prepare logistics estimates and plans for current and anticipated requirements. Involves identifying and drafting specifications, statements of work, and logistical requirements. Ensures that property is in place where and when needed. 9. Collect, review, and disseminate data on aviation logistics management policies/procedures in support Embassy mission. 10. Ensure compliance with International Traffic in Arms Regulations. C. MINIMUM REQUIREMENTS 1. U.S. citizen, able to obtain/maintain a DOS Secret security clearance 2. In-depth knowledge and experience as an Aviation Logistics Supervisor in a medium to large Aviation Organization of the U.S. Armed Forces or U.S. Civilian Agency/Corporation. 3. In-depth knowledge of Aviation Maintenance and Logistics Support Programs to include logistics plans, procedures, and related documents. 4. In depth knowledge of U.S. Federal Aviation Regulations as they relate to aircraft logistical support. 5. Basic knowledge of computer based maintenance and logistical support programs. 6. Broad knowledge of and experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies pertaining to aircraft logistics management. 7. Basic knowledge of command communications, government intelligence procedures, and aircraft maintenance/logistics management procedures. 8. Knowledge of Federal Acquisitions Regulations (FAR) and International Project Management practices. 9. Knowledge of and specialized training with military and/or commercial aviation maintenance and logistics procedures, systems, and organization for coordination and obtaining logistical support via various support agreements and International Standards Organization requirements. 10. Demonstrated proficiency in Microsoft Office Suite 11. Basic knowledge of U.S. FAA regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. PREFERRED KNOWLEDGE AND SKILLS: 1. Ten years experience in aircraft logistics, of which five were as a supervisor in either civil or military aviation programs. 2. Knowledge of Aviation Life Support Equipment. 3. Broad Logistics work background with wide range of work experience. COMPLEXITY 1. Analyze all facets of aviation logistics management involving a fleet of fixed and rotary wing aircraft, which function within an integrated program of diverse missions. These missions include secure, safe QRF transport, Search and Rescue/MEDEVAC, route reconnaissance and convoy escort, and air transportation of personnel and equipment 2. Apply specialized and professional knowledge to oversee aviation logistics support for the contractor and host nation logistics personnel. 3. The incumbent oversees logistics support programs/plans/policies/procedures for the Iraq mission. Incumbent coordinates recommendations from staff officers, and consults with the Chief of Logistics, Office of Aviation regarding ongoing projects, provides guidance to contractor maintenance managers, and oversees implementation of the maintenance support program. PHYSICAL DEMANDS Work is physical and sedentary in nature and involves activity at the main and field locations. Physical exertion and dexterity is a possibililty.. The Logistics Advisor must possess the ability to perform fieldwork independently in remote areas for extended periods without assistance. The use of Personal Proective Equipment is a frequent occurrence. WORK ENVIRONMENT Primarily the Logistics Advisor works in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections and program evaluations. The Logistics Advisor is at significant risk when serving in field sites declared hazardous duty locations by the DOS due to hostile activities of armed groups. D. EVALUATION CRITERIA: Factor 1: Contract Oversight - 35% Offeror's ability to: a. Perform oversight and evaluation of contractor maintenance and logistical activities,. b. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award fee input. c. Provide maintenance and logistical support direction and guidance to contractor. Factor 2: Assist the Aviation Operations Director - 25% Offeror's ability to: a. Assist AOD in directing and coordinating aircraft logistical support b. Provide instruction, evaluation and guidance regarding logistical support. Factor 3: Develop, Coordinate, Organize and Implement Logistical support - 20% Offeror's ability to: a. Develop, coordinate and organize a comprehensive aircraft logistical support systems and procedures. b. Implement Maintenance, Logistics and Material Support Plans, Standing Operating Procedures and provide direction and guidance to both contractor and host nation personnel. Factor 4: Past Performance - 20% Offeror's previous experience and quality of performance. Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references. E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
