- NASA/GSFC has a requirement for a Mass Spectrometer Detector (MSD) with Elcapabilities. The requirements are as follows: a.) Mass Spectrometer detector (MSD) with EI capabilitiesb.) MSD acquisition and analysis software must be includedc.) Sensitivity of the MSD must meet signal to noise ratio of at least 400:1 for 1uLinjection of 1pg/uL OFN 50-300u scanning for m/z 272 and have trace RT repeatability of<0.0012 min and area repeatability of <2.0% RSDd.) Scan speeds of at least 10,000 amu/sec.e.) Select ion monitoring (SIM) capabilities of 100 groups of 60 ions.f.)Scanning mass range of at least 1.6 to 1050 Da (amu)NASA/GSFC intends to purchase the items from Gerstel Inc., pursuant to FAR 13.106, forthe acquisition of supplies or services determined to be reasonably available from onlyone source. Gerstel Inc., can provide a Mass Spectrometer to replace a current one thatno longer suits our needs. This instrument is needed to support ongoing mission relatedscience for the Science Analysis at Mars (SAM) instrument suite on the Mars ScienceLaboratory landing in August 2012. The used Agilent 5975C MSD System available fromGerstel. Inc. is the only instrument system on the market that meets our requirements. Gerstel is the only known vendor to provide this used intrument with 1-year servicewarranty. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 5, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
