- PROGRAM DESCRIPTION: Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Training Devices (PM TRADE) has a potential Foreign Military Sales (FMS) requirement to procure approximately two company-size sets of Instrumented Multiple Integrated Laser Engagement System (MILES) Individual Weapons System (IWS) and associated hardware/equipment to supplement/enhance the existing Croatian Combat Training Center (CTC) capability. As a result of this potential requirement, price and availability (P&A) data for the following is requested: 1. Instrumented MILES IWS and associated hardware/equipment, and in-country installation and testing (CLIN 0001) A. Instrumented MILES IWS and associated hardware/equipment consisting of the following (SLIN 0001AA): Description Instrumented MILES IWS (New Croatian VHS-D Assault Rifle 5,56x45) --- (220 each) Instrumented MILES IWS (M240 Kit) --- (5 each) Instrumented MILES IWS (M249 Kit) --- (10 each) Instrumented MILES Independent Target System KIT/Wireless TVS Kit --- (4 each) Instrumented MILES Independent Target System KIT/Wireless TVS Kit for Patria 8X8 APC vehicle with 50 cal MG (12.7mm) --- (4 each) MILES Anti-Tank AT-4 --- (6 each) MILES M2K-RQ-01 Controller Device/TDTD --- (5 Each) MILES Control Device "KEYFOB" ("Pocket MILES") --- (10 each) MILES IWS-AC-01 Dry Fire Trigger (DFT) Assembly --- (35 each) MILES IWS-AC-02 Magic --- (10 each) MILES Automatic Simulator Alignment Fixture (ASAF-MILES 2000) --- (2 each) Instrumented MILES Fixed EXCON/AAR with 2 channel Transportable Relay Radio (TRR) with mast/antenna system, 2 analyst workstations, and applicable software --- (1 each) MILES M2K-AC-05 (MEDSS KIT) --- (1 each) MILES Spares (5% of MILES hardware) --- (1 lot) MILES Special Tools & Test Equipment (to supplement organic level 3 maintenance capability) --- (1 lot) The cost of form/fit trips to Croatia to integrate the weapon Small Arms Transmitters (SATs) on host weapons and the Instrumented MILES IWS kits on the host country vehicles (if required) shall be included in the hardware prices. All Instrumented MILES IWS hardware/equipment will be shipped using reusable transit cases. Cost of the transit cases shall be included in the hardware prices. The number of trips, duration, and number of people required for each form-fit trip shall be specified, if required. All labels and displays will be in the English language. An informal 100% confidence/operational/functional test with the US Government in accordance with agreed upon contractor-provided test plan and test procedure and in a controlled test environment, will be conducted at the contractor's facility and prior to Defense Contract Management Agency (DCMA) Inspection and Acceptance at origin. Hardware Inspection and Acceptance will be FOB origin. The US Government will be responsible for shipping of this hardware. Contractor will be required to coordinate with and provide required shipping documentation to the respective DCMA Transportation Officer. Hardware prices shall include a 14-month (which includes 2 months estimated shipping time) bumper-to-bumper warranty from time of acceptance covering latent defects and workmanship, any export/import licenses fees, and cost of shipping to/from country for items covered by the warranty. Option for additional two channel Transportable Relay Radio (TRR) repeater (with portable mast/antenna) shall be provided. B. In-country Installation and Testing (SLIN 0001AA): This effort includes an on-site installation and integrated testing of the IMILES, EXCON and AAR system, prior to the start of NET. Inspection and Acceptance will be FOB destination by PEO STRI. 2. New Equipment Training (NET)/Demo and Maintenance Training Course The NET/Demo and maintenance course shall be priced based on the following assumptions: A. Two contractor personnel for two weeks in-country training course in Croatia, in the English language, for up to 10 students. Training will include operation, use, and maintenance (to level 3 organic capability) of the MILES IWS hardware, EXCON, and AAR systems. This NET must supplement the existing maintenance capability in Croatia for the MILES 2000 system, utilizing existing special tools & test equipment, and spare parts to the fullest extent. B. Existing United States of America approved NET materials and coursework shall be used. NET and maintenance materials include student documentation/handouts, classroom instructions, and any presentation packages. C. A limited demonstration of the Instrumented MILES hardware/EXCON/AAR operation and use conducted at the conclusion of the NET course, to ensure that the students understand how to use, operate, and maintain the new equipment/systems being fielded. D. Inspection and Acceptance for the NET/Demo will be FOB Destination by PEO STRI. E. NET/Maintenance training must be conducted following successful completion of the in-country installation. 3. An option Rough Order of Magnitude (ROM) must be provided for upgrading existing quantity 280 of MILES 2000 dismounted soldier kits and quantity 8 of M84 MILES 2000 tank kits with Main Gun Signature Simulator (MGSS) already fielded to Croatia, to an instrumented MILES system compatible with the instrumentation system being proposed on this SSN. Maximum use of the existing MILES 2000 hardware (halo, hardness, and SAT) is required to minimize the upgrade hardware and sustainment cost. General Information: 1) No drawings will be required under this potential procurement. 2) This procurement is anticipated to be a Firm Fixed Price (FFP) contract. 3) For pricing estimating purposes, a contract award date of June/July 2012 shall be used. 4) Estimated ceiling price of this procurement is $2.6M. 5) Responses shall include estimated delivery after contract award date. 6) Responses shall be based on existing US Army approved/tested/fielded Instrumented MILES IWS hardware, and operator maintenance manuals and training materials/courses. 7) Interested parties are requested to provide a technical capability statement, in addition to the P&A data. The cover page shall include company name, address, and points of contact including phone numbers and email addresses. Submissions shall be made using Microsoft Office applications. Submissions shall not exceed five pages, not including the cover page(s).
