- Solicitation - DTFR53-12-R-00107 The Federal Railroad Administration (FRA) requires specialized services to maintain its Railroad Credit Risk Assessment (RCRA) system and modify it as necessary, to assist FRA in generating yearly re-estimates of subsidy costs for each outstanding loan in the portfolio, to create a loan management application, and to provide support for the FRA's RRIF program in connection with the RCRA model. Also required are services to design and build a Loan Management System (LMS). Description (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm-Fixed-Price contract with a 5-year period of performance consisting of a base year and four 1-year option periods. (ii) The solicitation reference number is DTFR53-12-R-00107. This requirement is issued as a Request for Proposal (RFP). (iii) This RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-57. (iv) This solicitation is a set aside for small business. The associated North American Industry Classification System (NAICS) code is 541611, and the Small Business size standard is $7 million. All requests for additional information or explanations concerning this acquisition must be received no later than ten (10) calendar days after the solicitation is posted to the Federal Business Opportunities (FBO) website. Answers will be provided to all prospective Offerors, giving due regard to the proper protection of proprietary information. All requests for clarifications must identify the applicable solicitation section, page number and paragraph number for each question. All responses will be answered in writing and posted to the FBO website. The identity of the requesting organization will be withheld.
