Description
NOAA's National Marine Fisheries Service (NMFS) has a requirement for fishery observer support services to support the North Pacific Groundfish Observer Program. Work may include collecting data used for a wide variety of purposes including: (1) stock assessment; (2) monitoring groundfish quotas; (3) monitoring bycatch of groundfish and non-groundfish species; (4) assessing the effects of the groundfish fishery on other living marine resources and their habitat; and (5) assessing methods intended to improve the conservation and management of groundfish and other living marine resources. Currently vessels fishing in the Bering Sea and Aleutian Islands and the Gulf of Alaska are required to meet observer coverage levels that are specified in regulation and to procure the observers from certified observer providers. A single award may be made for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract in which task orders will be issued for specific work. Tasks will be performed at the contractor's facility. Award will be made for a one-year base period and one additional one-year option period, for a maximum performance period of two years. This procurement is a 100% small business set-aside. The NAICS code for this procurement is 541990 and the size standard is $7.0 million. All responsible and fully responsive sources may submit a proposal which will be considered by the Agency. Any resulting contract will be awarded as an Indefinite-Delivery, Indefinite-Quantity contract. Solicitation documents will be made available for download on or around April 6, 2012 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps [Add To Watchlist] and [Add Me To Interested Vendors] features which provide a notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. Special Note: A pre-proposal conference is tentatively scheduled for Tuesday, April 10, 2012 in Seattle, WA. Specific conference information will be provided in the forthcoming solicitation. In the event that lack of interest is expressed by potential offerors, the conference will be cancelled. Notification of cancellation will be given via an amendment to this notice. Therefore, offerors are urged, to contact Anthony R. Buch, Contract Specialist, no later than 2:00 PM Pacific time, April 5, 2012, by email at Anthony.r.buch@noaa.gov to advise him of your plans to attend the conference. Due to heightened security of government facilities, all offerors anticipating participating in the conference are required to provide a list of named participants when advising of attendance. All vendors doing business with the Government are required to be registered with the Central Contractor Registry (CCR). NO award can be made unless the vendor is registered in CCR.
