Description
Marine Corps Systems Command (MARCORSYSCOM) intends to procure a Nape Protection Pad (NAPP) to be used with Marine Corps combat helmets. The forthcoming solicitation will be issued on the basis of full and open competition and will include all instructions for offerors to follow when submitting a proposal. The NAICS code will be 339999, with a size standard of 500. This is a Presolicitation Notice only; no proposals are being requested at this time. Information contained in this notice is subject to change. MARCORSYSCOM intends to issue a forthcoming solicitation for a total of 148,200 NAPPs; a base quantity of 113,000 to complete initial fielding and two option quantities of 17,600 each (35,200 total) in spares to allow for transition of the NAPP to Defense Logistics Agency Troop Support. The NAPP provides additional ballistic protection area of coverage to cover a Marine ™s occipital region, an area not covered by any of the helmets in the USMC inventory. This area contains many critical nervous system components such as the cerebellum, the brain stem, the occipital lobe, and the spinal cord. Ground-based and vehicle-based explosives typically expel fragments up and away from the original position of the explosive. This NAPP increases the ballistic protection area of coverage for Marines. The NAPP must be compatible with all sizes of each combat helmet found in the Marine Corps inventory and shall not decrease a Marine ™s head range of motion when wearing one of the combat helmets. The NAPP shall be compatible with the retention systems of each combat helmet, connecting directly and securely to each helmet retention system. The NAPP shall not decrease helmet stability, lead to pressure points, or interfere with proper adjustment of the helmet suspension and retention system. Offerors will be required to submit as part of their proposal submittal written technical and business volumes according to the specific instructions to be provided in the forthcoming solicitation, ten Product Demonstration Models (PDMs) consisting of five of each size (i.e. five size small/medium/large and five extra large/extra extra large) and thirty-two 15 by 15-inch square shoot pack samples of the proposed ballistic solution. Specific requirements for first article testing (FAT) items will be provided in the forthcoming solicitation. Offerors will also be required to deliver FAT items within 120 days after contract award. After FAT approval, the contractor will be required to produce 4,000 NAPPs per month for the first month and increase production to 10,000 NAPPs per month by the third month. Complete requirements for the written proposal(s) will be set forth in the solicitation. The Government anticipates making one firm-fixed price contract award. Evaluation factors will be set forth in the forthcoming solicitation. Solicitation No. M67854-12-R-3026 is anticipated to be issued within the next 15 days and will be posted on the internet at the Federal Business Opportunities website located at the following address: http://www.fedbizopps.gov, and the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil. The on-line version of the solicitation will include all documents of the solicitation package. No hard copy of this solicitation will be issued. Amendments, if any, will be posted at the same location as the original solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. The proposal shall be submitted in hard copy form only. No electronic submission of proposals will be accepted. Those responding to the solicitation have the responsibility to obtain all amendments and/or other applicable documents. Offerors are instructed to hold all questions until the solicitation has been issued. Offerors shall submit ALL questions in writing to lisandra.torres@usmc.mil. No phone calls will be accepted. All items, materials, and components thereof submitted shall be in full compliance with the Berry Amendment (10 U.S.C 2533a).
