- The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to release a full and open competition solicitation for fabrication, painting and delivery to NSWCDD of a Test Stand to support the Mk45 Mod 2 gun. The Test Stand is composed of a series of I-beams and steel plates welded into a structure capable of supporting recoil loads produced by the MK 45 Mod 2 Gun during test firing on the NSWCDD T&E ranges. A completed test stand measures approximately 20-feet wide x 28-feet long x 9-feet tall and weighs approximately 95,000 pounds. The Test Stand design is complete and the solicitation will include a test stand drawing package and 3-D SolidWorks model. Vendor shall fabricate the test stand in accordance with the 3-D model, to include cutting metal parts, welding, priming and painting. A completed Test Stand must be delivered to NSWCDD by vendor no later than 1 August 2012. All material, fabrication, painting and delivery costs shall be include in respondent ™s bid. NSWCDD will provide crane services at the government ™s expense for off-loading the test stand from the contractor ™s delivery vehicle at final destination on the NSWCDD Gun Line in Dahlgren, Virginia. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this purchase. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). Offerors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at https://www.ccr.gov. A formal solicitation will be issued on 27 February 2012 for no more than 30 days.
