Description
THIS IS NOT A SOLICITATION ANNOUNCEMENT AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The purpose of this sources sought synopsis is for market research purposes to gain knowledge of potentially interested and qualified sources. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. There is no solicitation available at this time. Information should focus on the capability to provide the technical support services defined below. Standard company brochures are not desired. The United States Air Force seeks to procure contractor support to provide IT services to support approximately 200 users. The software used by the United States Air Force is significantly more sophisticated than typical office automation: including specialized operations research models, mathematical optimization, and other general tools associated with operations research. The computational heart of the organization is located in a SCIF with specialized analytic architectures that combine UNIX (Solaris, IRIX, and/or LINUX) with Windows in stand-alone networks. These architectures are selectively combined and modified in some instances to run on the Secret Internet Protocol Router Network (SIPRNET) with AF Enterprise office automation applications. The architecture is further abstracted into another subset that runs on the Non-classified Internet Protocol Router Network (NIPRNET), which, while centrally managed under a separate contract by another organization, will require first-tier Client Support Technician (CST) troubleshooting and remediation support from this contract. A draft Performance Work Statement (PWS) is available below. To evaluate the potential number of vendors capable of adequately performing under the United States Air Force PWS, a thorough review of capability statements will be conducted. Interested parties who believe they have the ability to provide the required services are invited to supply a capabilities statement of no more than twenty (20) pages. Capability statements must include: 1. Complete Business Name, including DUNS Number 2. Contact Information (Respondent's name and title, address, telephone, facsimile, e-mail) 3. Business Size and Classification (small, small-disadvantaged, SBA Certified 8(a), HUBZone, service-disabled, veteran-owned etc). Capability statements must address technical competencies and management/personnel experience relative to the key task areas detailed in the draft PWS. The Government anticipates award of a firm-fixed-price contract with a one-year base period and two one-year option periods. The Government intends to issue the solicitation in May 2012 after a pre-solicitation notice is published as required by Federal Acquisition Regulation (FAR) Subpart 5.2. The procurement strategy will be determined in part by the responses to this notice. All interested parties believing they can provide the required services as defined in the United States Air Force PWS are invited to submit the above documentation; however, it is anticipated that this requirement will be open only to SDVSOB. Responses should be e-mailed to Contract Specialist via the e-mail link below. ALL INFORMATION SHALL BE SUBMITTED NO LATER THAN 2:00 PM EDT WEDNESDAY, MARCH 23, 2012. No feedback or evaluations will be provided to concerns regarding the information submitted to Air Force District of Washington/PKS. Please direct any questions you may have regarding this notice in writing to Contract Specialist Martha Warren (Ctr). The point of contact for this procurement is Martha Warren, Contract Specialist, (Ctr) at martha.warren.ctr@afncr.af.mil.
